We should chop a granary for that filler city and give it food from BM.

I think finishing Construction now would be good idea. Putting one turn of production to cats in most of the cities would make me feel a bit safer. Finishing Machinery would also be good for another unit to put in the queue.

GT should have probably started Lighthouse to have those coastal tiles to utlilise for growing. Ill switch next turn.

Concerning Paya. There are now 167 hammers invested in it. If we just build it normally it will look like this:
T134 +70 -> 237
T135 +52 (depends a bit on tile configuration) -> 289
T136 +52 -> 341
T137 (GA) + We would need 109 hammers - Not going to happen (direct whip could do it probably) so we'll end it at the end of T138. We could postpone converting on T139, if we get a NAP deal with Gillette.
It is hard to whip anything that would make it faster because of all the mutipliers we have in place. Catapult or Temple would be main candidates, but neither gives big benefits (if any - haven't really tried to figure them out).

Yeah, sounds like speeding that up with whips is going to be hard. We'd need to set up the whips in advance, at least, and we didn't do that. In general, an advantage of the whip approach is that we can collect failgold without delaying the completion. But in this case I think just building it the old fashioned way is fine.
We could consider sandbagging Taj for one turn, so that we get the option to revolt three times during the GA. (And also collect more failgold.) Maybe WIFOM could whip its forge (haven't checked the numbers), or a missionary for Cuba Libre.

I had a quick look around in-game, things are looking good. I made two changes: 1) I renamed Delhi to Manhattan, and 2) I passed the wheat from HN to EB, so EB could complete its settler next turn.

No response from any team that I've tried to contact. Our power is just half of Gillette's. I favor full mobilization starting this turn. We had to give up Oxford and new Forges for now. I would switch our tech to Machinery and put most of our cities to build Axes that will be converted to maces before they're finished and then build some cats. Only short term exceptions would be Bitter (Taj fail gold this turn), Mai-Tai (Taj fail gold next turn) and DeerSlayer (Taj) + some of the smaller cities that still need Granary or things that can be finished in 1-2T. Alternatively we could also build Triremes In our SW coastal cities (I expect some kind of sea invasion coming from there) and prepare to raze the Gillette city near WIFOM that we can 1 turn with 1 movers (assuming that is still the case on T140). We had to consider giving up the island city without much fight for now. Depends if we can afford to defend it properly or not. We can resettle/capture it later.
After that Construction and then probably towards Astronomy. We really need to be able to secure our coastal cities so we need Caravels and a bit later Galleons.
Paya I'm not sure we can afford it now. Better to focus those hammers on military IMO. We can try to finish it before our civic switch that will come ~T142.

Isn't that a bit radical? Don't we have time until our NAPs expire, and by then we'll be able to draft?

We don't have much time build and move units where they're needed. I might be too paranoid, but Gillette/M3 war feels very cheesy. This is more of hunch and combination of many things. E.g. How 3M and Gillette has been moving units that I haven't reported properly and very short chats with HAK (he is avoiding me) and emails getting ignored for a long time. I've over 50% confidence that Gillette is coming on T140. M3 is clealry assisting, but might still follow the letter of our deal and unless we can build big military TEAM will attack on T145. We need a very big army and drafting just isn't enough to get it.
