So step by step.

Cities:

Holmgard: Ancestral Hall (8-9t)
Hammerdal: Builder (1t), Settler (1t), chop forest 2 west of Hammerdal after a buy, lay down discounted Commercial Hub (1t), chop settler, do two more chops and finish a 2nd settler, finish commercial hub

This commercial hub needs to be put down in 2 turns after the 1st chop NE of the GOV Plaza and before chopping down the forest NW of the city.

Port Bax: Seowon (1t) Builder (7t)
Tahou: Seowon (2-3t), Monument (8-9t).


Builder:

The builder by Tahou mines the copper, quarries the stone and plantations the spice.
The builder on the gov plaza chops the forest NE of it for Hammerdal (buy tile) and then plantations the tobacco and farms the tile SW of Hammerdal
The builder out of Hammerdal chops the forests NW, NW NW (tile expansion by culture) and the river forest east.

Settler:

Settler 1 out of Hammerdal should go posthaste towards Toran escorted by the warrior going East and South.

Warrior north escort settler.
Warrior east return to Holmgard after one more turn SW
Archer southwest explore 1-2 turns further and then watch the tobacco at Holmgard
Warrior south explore 1-2 more turns and then watch over Port Bax.

Tech and Culture

Apprenticeship 2 more turns then finish Irrigation and then finish Apprenticeship.
Drama and Poetry and then Recorded History.

As soon as all chops are down Magnus goes to Port Bax.

Turn 64

Finish Seowon 3, 4 incoming next turn.

Suzerain Samarkand.

   

Setup chops at Hammerdal and try to place a discounted commercial hub between the 2 chops for maximum madness.

   

I did my turn quickly. So far everything aligns nicely. +5 Icon_Science  next turn thanks to a seowon + a mine on the copper. This also brings both Drama and Apprenticeship down to 4 turns.

Turn 65

Things still look nicely on track.

I chop a forest in Hammerdal, place a discounted commercial hub on the tile underneath it, switch back to the settler and chop it out. The commercial hub is done in 5 turns, whereupon I will double chop another settler.

Then both should reach their destination before the ancestrall hall finishes. Then I switch Magnus over to the capital and park Pingala at Hammerdal which I will keep growing and then I chop the living hell out of Holmgard.

I also finish a seowon and start a 4th monument to keep those yields high.

   

The only thing I need is an anti rush deterrent against the Zulu which should be possible with a detour to Iron Working.

Money keeps being an issue. Hammerdal will finish a market as soon as I have my 4th settler out of it.

Turn 66

Being lurkerless I can only ask myself. Is it worth to chop those 2 forests into an already overpriced settler or get 2 workers out and get 4 more charges for a farm+mine for Hammerdal and choppage action for Holmgard.

Unsure, both workers can chop forests in 2 turns.

   

My next northern city is a clear cut case, Toran will be settled. I am not so sure in the south. Helstorm has higher production and a great seowon tile, Vadera has a bit of an issue with production. I can quarry, but then the jungle NE of the city center has to go. Which means BW. Which means even more district discount issues.

   

On GP, nobody wants poor Euclid. Noone wants a religion and only a lonely Ikanda with the Zulus producing 1 GG point per turn.

You have lurkers, I just cannot comment on most points.

However this point can be viewed in a theoretical way, so it should be fine to give you my POV.

It looks like your wondering between the options 2 Builders vs. 1 Settler.
First of all, it seems that your AH is 7 turns from finishing, that means depending on your settling location and its travel time, the AH might already be finished and provides a Builder so the comparison should be 2 Builders vs. 1 Settler + 1 Builder if you take at least 7 turns to finish the Settler and settle.

However this also brings new tiles to improve into your territory, which will be close to the AH Builder.
So ultimately, I think your question revolves more about the time frame to upgrade your existing territory vs claiming and improving new territory.

I personally hate the inefficiency in chopping builders as it reduces their effective use by 1 charge. However, I am way to buildery so it might be the right play nevertheless.

Turn 67

The first phase concludes, I reach apprenticeship very early.
Right now it amounts to a boost of 1 hammer each for my 3 core cities, which I need to increase asap. Hammerdal will be the first to get 2 more mines as soon as I can manage.

   

Current microplans:

Holmgard has 5 more turns into ancestral hall. When it is done the settler will be down to 5t but will probably increase to 7t when I chop out a settler in Hammerdal. (thanks Kaiser, you are of course right. Builders are only boosted by 30%, better to handbuild them and the ancestral hall takes care of my most pressing needs.) So AH(5t)->Settler(6t)->Settler(chop)

   

Hammerdal screws me over via the tilepicker. Last turn the forest NW of the city was the next tile. Now it is the forest NE. Worst case I need to use the eastern worker on both forests, delaying my settler but finishing my commercial hub earlier. If that is the case the western worker will farm the second Seowon farm and then put a plantation over the tea at the capital. So Commercial Hub(3t)->Settler(chop)->Builder

Both Tahou and Port Bax continue their monuments for border expansion and to stay competitive in the culture race.

Tahou is already a very nice city. I can thanks to the spices already consider a second district, I lean towards a commercial NE of the city center, I could do a suboptimal chop there for a military unit next turn. So Monument(5t)->Archer?/Commercial Hub?

   

Port Bax urgently needs a builder for an awesome mine 1 west of the city and a chopped farm SW or a fishing net SE of the center. Hammerdal will provide this. Port Bax needs to push out 1-2 galleys asap after the monument. So Monument (5t)->galley->galley

   

My new cities all follow the same builder order, buy the seowon tile and rush a seowon.

I switch to Mysticism. Next turn I will have 2 envoys because of that and I want to suzerain another CS, either Hongkong to the east or Ngazargamu to the north. Both are valid choices. Hongkong will actually benefit me down the line when I have industrial districts and make a conquest by the Zulus more difficult. Ngazargamu will scout out some much needed info about the north and I want to rather conquer Hongkong myself, perhaps with 2-3 men-at-arms, I will see.

Euclid is declined and moves on to bachelor #3. Perhaps he needs to autotake him? Could very well be. Else we will be stuck for quite some time.

Turn 68

A quiet turn. Still I chop half a settler in Hammerdal, not a whole one thanks to the tilepicker, switch into Agoge for an archer chop at Tahou next turn and suzerain Hongkong, because its bonus actually benefits me maybe in the future.

   

I am running out of techs to sandbag, but I can perhaps squeeze in a semi-expensive commercial hub at Tahou, it will be downhill from there in district costs.

Turn 69

Thing are moving in place. I actually use a charge on a mine at Hammerdal as this will be the last settler and I want a more productive city asap. Tiles next to the Seowon are expensive and I need to use Apprenticeship after all.
I quickly chop out an archer north and switch to +2 gold on trade routes so I have 8 more gold in 4 turns. Then I need to get a builder at Holmgard whilst Pingala and Magnus switch places. Annoying but necessary, Pingala will stay in Hammerdal for the foreseeable future.

I am torn between the Temple of Artemis or a Market at Hammerdal next.

Apart from that a Zulu scout pokes around to the south and his mil score is tad high, thus the archer.

   

Turn 72 is the next big milestone.
