120 for the base building is still on the heavy side, but the UB should be worth it. Main reason is that foreign trade starts to lag in that area of the game, when Mercantilism has so much going for it.

Your argument for not buffing other civs has been they are getting played. Khmer is still getting picked. Someday I'll get around to it myself. Rome is the tall nail. If we want to buff EVERY civ to that level we can or we can just nerfed rome some and buff some of the worst civs which feels better to me.

I would like to see Korea buff and if you want to buff Portugal I'll not say no.

Reducing praetorians down to 7 strength (maybe at 40 hammers) is more in line with the hammering down tall nails approach. Praetorians at 50 hammers are still an outlier comparable to old Khmer 8 strength war elephants. This would be more in line with the make everything strong and see who uses their overpoowered advantages best balance philosophy.

Thought about this option but that's fairly similar to just 8 strength on the attack. When defending it's quite a bit weaker though. It would break the synergy with AGG but would give every leader easy access to shock praetorians except they come at a time where the extra 25 hammers for a non-AGG barracks still matters.

Ya Agg anti is bad. That is the problem with the praet I kind of hate all the options but increase cost. 55 h?

I kinda like it being anti-synergystic with AGG. That synergy is a big part of the problem. I don't like however that shock is available to everyone easily with C1. But maybe it would be fine.

You can also do strength 7 and 1 first strike (pilum) as a compromise.

Or just give it a base +10% str - it doesn't have to be tied to a promotion.
