Of course. Mjmd had no grounds to unilaterally enforce a peace time split. With all respect to Mjmd, he has been involved in turn timer drama in 100% of the games he's played. If my memory serves, most (all?) has been because of this persistent viewpoint [bolding mine]:

They aren't at war. If Mjmd wants a split, he can declare war. He has been repeatedly told that "basically at war" is not "at war" but he can easily lock in a split with a war dec.
There is no way to peace. Peace is the way.

What is in a player's mind is not relevant to turn order. Players are not allowed to declare contingent wars; if he wants to declare war if and only if Ginger settles, then there is no war and no turn split until Mjmd declares, regardless of his prior intent and of Ginger's actions. The entire reload request appears to be based on trying to control the timing with which Ginger sees a diplo message, which Mjmd has no right to do ... independent of the fact that the diplo message itself is also illegal!

This struck me as well.

Bing's t108 video report is a real treat. I'm not sure if he's actually that unprepared going into this war declaration, or this is some kind of elaborate maskirovka.

With the war between Mjmd and Ginger, this looks more like a two-way shootout between SD and Cornflakes. Mjmd and Ginger look to be bringing each other down right now, but both may play an important role to come, and it's hard to tell where Jack is at. Bing seems to have a good economy but no real plans on where to go next, and both Cairo and Fabled seems pretty checked out.

Problem is just, it's turn 109 and sd is at 9 cities despite Imp.
I would not count Mjmd out yet, although he has to convince Ginger to make peace somehow. So he needs some kind of bribe, and I don't know if he's even considering that. Would he have been better off to take Ginger's offer and not raze his cities, despite having whipped already? I don't watch the videos, but I understood that Bing declared but has not really prepared anything yet?

Bing declared because he'd promised Ginger to declare, and didn't want to wiff out, despite not having built any military at all. Looks like he'll be repayed handsomely for this...

I'm not sure that Fabled will be able to stop cornflakes' attack, but it's lucky he's going for Construction before Currency. A decent backlog of catapults and axes/spear should at least be able to slow cornflakes down considerably.
It's really hard not to root for SD this game. I just want to see him win one. Which is making it really frustrating that he's IMP and leaving all of that green land on his borders!!
That plan to conquer jack seems like a fantasy to me, although maybe I'm missing something. I think we're going to need to see a dogpile on cornflakes for anyone else to have a shot.

In PB62, there was also super-juicy land just outside sd's border he didn't settle.
