Also, what DOES happen with Loyalty under occupation?

If it could be made somehow proportional to Loyalty that could be interesting. Can gank colonies and use them pretty much right away but the core is more stubborn. Haven't played enough R&F to know if that'd be redundant, though.

It might be possible to mod in a City Project, Consolidate Rule or something, to remove the occupation penalty in conquered cities.

We lost at least seven cities to the tropical trolls in the rb demogame and it didn't do me any harm. <nervous twitch>
