I think a couple of axes is a good plan, yes. you don't even necessarily need to finish them - just get them to a point where you can whip them if needed.
Getting a warrior or scout out looking at SD would be good, toe - see if he's coming.

My fear is he would just snipe the scout with a sentry chariot anyways and that's almost half an axe of production. Even without the cutlure Leap Frog can see 3 tiles around it, so I can put a force within 1 turn of Sim City that can go north if I see him going that way. Plus Leap Frog can actually whip out a few units, Sim City can't. I really hope it won't be for 5+ turns. Again assuming half his forces stay behind it wouldn't be too bad if I can get another 3 axes out in the near term. Again maybe he is just expanding and needs them for barbs and to garrison cities. If I wanted to panic I could put off the settler and worker in production, but I don't really want to do that.
Edit: Oregon Trail will be building a monument instead of a library after settler. Doing a chop for settler.

how much has his power gone up? has max power gone up a lot, so that he's the strongest?

I'll do full graphs again next turn as I'll get GKC if you want. Top power went up by 2K, not sure if its him or not now. My power has went up by a single axe though soooo ya.

Whipped the library this turn on schedule. I kind of wish I had done last turn just for the more efficient 2 pop whip so I could overflow into an axe. Next turn I'm going to keep working the mine instead of the lake so I can keep axe production up. Switched grassland deer to Leap Frog. Now that it has a granary it wants on this whole whipping thing again.
Got graphs on GKC. His power with 6 cities is right about where SD is, so I could be right and its just what is needed for 6. I still am planning on building a round of axes for deterrent. GKC food is impressive as you would expect.

Turned on tech this turn and Math can complete in 7 turns. Would have been 6, but I made the tough decision to whip Leap Frog to 1 this turn to complete an axe. Will regrow in 2 turns and can decide if I need to whip it again; answer is probably yes. SD did another 2 pop whip and two more 1 pop whips over last two turns. That's 8 pop total over 4 turns. That sounds like war to me.... Top power jumped to 94000 and he's the only one who's been whipping that heavily. I 2 pop whipped the spear in queue for Oregon Trail; overflow should complete an axe in 1 turn as well. I left the worker in queue in Space Invaders which will be whipped next turn. Hopefully he thinks that is a unit as well.
I might turn off tech again next turn as I'll probably have to whip poor Lemmings again.....

so, he will have what.. 5 or 6 praets? It's base, so some of that is probably barracks, so maybe 3 or 4 praets.
What if you bulbed math and saved up for a fast tech run at construction? I mean, if SD comes for you, the academy is just a prize for him.

I'm assuming 6 prats (the 6 whips) plus whatever axes and chariots he had built. I'm assuming they arrive in 5-6 turns max. I'm assuming barracks were already in place or maybe some of them won't have shock. Max time for a scientists is 9 turns so teching is actually faster at 7 turns. Again I expect to be hit in 6 turns max. Also, suspect I will have to whip poor lemmings to the ground starting next turn so neither is probably an option.
Lemmings, Leap Frog, and Oregon Trail will all be on whip to the ground mode. Space Invaders is finishing the worker and has to finish a granary. Sim City is also finishing a granary. Will get elephants as an additional happy in 4 turns, so that's something. Lemmings and leap frog also have happy from religion so they can whip pretty efficiently.

The point I'm trying to make is its not like I have 15 turns to wait on a scientist and then blow through construction. I'm going to assume I have 5 turns. I'm going to do whips as often as possible in that time from the 3 cities mentioned. I'm going to chop forests I don't want to chop. I'll make him pay, but its aggressive prats. They are kind of good.
