Just found out that Alt-S places and deletes signs. I wish I knew that earlier. Is there a 'cycle through active military units' hotkey?
AT got the Physics scientist as expected. He's slowly putting Frigates onto the waters. With a Jewish city in dazedland, Astronomy comes in T147:
Railroads is 2 turns max tech, even without Oxford.

I just press Enter to cycle through units that have spare movepoints.
Now that I think about it, we shouldn't bother hoarding gold while waiting for Oxford. It might be better to get Railroads out ASAP.
Did you touch Soul Stream's tile micro? If yes, then do you remember how much food and hammers it had at end of turn? Reason being, i'd like to test if we can accelerate the city building SoL, or even reaching just under the rush cost of the Great Engineer, a turn earlier.
Finally, I wished I mentioned this earlier, but hopefully you saw the opportunity and accelerated Fort Matthew's Temple build by a turn via working a mine. And while I queued up a forge before a levee in Eastern Utopia, I think a levee is stronger. Not to mention we should rushbuy it on T143 after we do a switch into Universal Suffrage.

Backslash cycles backwards too. But it's all units, not just military.

I've had some time to think about it, and this is how I think we should lay out our railroad network at first. Maximises connections between cities and tries to boost as many mine and quarry tiles as possible. Ideally we want to railroad every single tile in our empire, but that can wait. For now, I think these tiles first. Use your own discretion to work out which tiles to RR first, and feel free to change any plans for the network.

Grabbed the save, I'll dump some screenshots until I write up a proper report.
I've switched Batavia to a Temple, let's do a cheap 1-pop whip on it next turn.

Steel came in, so queued up a round of cannons. It's be nice to have a bit of military parity.
A keen eye may have noticed that AT's tile yields were a tad high. Well, he just fired a golden age, meaning we have much less to worry about for the next 6 turns or so. Alas, we dropped to #3 in production during the turn, after some pop growths we're back to #2.
How to improve The Cure? T143, one worker finishes farm, other worker moves 1N and farms. T144, southern worker moves 1N and roads, northern worker moves 1NE and roads. T145, both workers move onto the tile 1SW of The Cure and starts workshopping.

When to swap into Emancipation? After the first Factories come online and hammers are no longer a problem?

As for Emancipation? I don't think we'll ever use it. There are very few cottages with "20 turns to Town" on them, and if want to use it we need to do it early. And right now USuff/Caste is more valuable. Plus that should speed up our SoL build. The best thing is that we always have some method of rushing production
Also, I noticed earlier that Stardust Bay was building a Security Bureau. I thought that we weren't going to build any more of those things? Or did your tests make you think it was indeed worth it?
Finally, are you really sure you want to convert all of Dazed's cities? They'll only be +2gold for each missionary, which come to think of it isn't a terrible return on investment.

One last thing. I think the next thing we should build from Sapphire is a spy, make him go into the ATlands and search for his Great Engineer. Because I don't know what AT used for his latest golden age, there's a possibility that he may have burnt his Physics Great Scientist and his Great Engineer for that

Bleeding obvious AT's going to attack. The good news is AT can't road the crucial tile 1E of Batavia this turn - his nearest Workers are on the tile the Spy is standing on (unless there are Workers on the fogged farm). Batavia's a goner, though.
I say we switch to war mode, swap to Universal Suffrage/Nationhood/Theocracy, and draft out more Rifles and whip out more Cannon. He's probably going to run after Fort Matthew after Batavia falls instead of wading through all our culture in the south.
And the question of 'Railroads versus Universal Suffrage rushing',' I think we should hit Railroads, for all the usual reasons. We're pretty much going to lose the sea, since it's Caravels vs. Frigates.
