I think Astronomy first is clearly better and am beginning to plan my military buildup based on this timing.

I swapped civics T99, so I can swap again T104 on last turn of current GA. I can adopt Nationalism + Slavery + Police State, draft Maces, and whip out catapults/EIM. And then once Cuirs are unlocked I can whip those while drafting Muskets. I "only" need 3 GScientists in the Astro-first scenario to bulb Education + Printing Press + Astronomy. I will for sure be able to achieve scientist for Education, Artist for GA#2, and scientist for Printing Press (described in my T100 report above). 2nd GP for GA#2 will be starved out, and I'll be close enough to the last scientist that the NE island city will get it in time for the Astro bulb.

The longer I wait, the more advanced Carthage will get and the more time they'll have to product defenders. So I have to balance delaying for tech and buildup, vs. speed. The tactical leap from galleys to EIM is I think ideal time to make an attack. I'll send loaded EIM forward into the backlines, while beginning the sieges of the border cities. Then, Cuirs will arrive on scene just as the border cities are falling and can dominate the field from that point forward.
