I have a MoM: The Great Scientist came out of Inspector Gadget, and the scientist specialists were whipped away for a catapult. I told myself I would be moderate with my whips but in the end I kept finding spots where I was able to. As long as I'm working all the cottages I was fine to whip more. I don't plan on whipping any core city more than once, so it seemed important to whip them all as early as possible so the whip anger wears off earlier. There are some cities nearer Gavagai that I might stack some whip anger on: Heathcliff, Rescue Rangers, maybe Ninja Turtles. Any place with a barracks is making an elephant. I do have a single stables at David the Gnome. Anywhere without a barracks is making a catapult.

I was thinking about that earlier this week. There are a lot of things I want to accomplish with this GA and I'll probably have to sacrifice a few for expediency:
So I guess the practical answer is "not in the next 5 turns". I could see myself kicking off a golden age right as some of these cities regrow from the whipping I'm about to do and then riding that to more unit production. That might even be the most practical. But I do want to fit in another round of whipping at Thundercats and the capital: those cities grow so fast that I think I can triple whip a market to get the happiness raised (ivory + silk). That might be asking for too much though. That's a lot of words to say "i don't know"

I don't think I follow? The plan is to conquer Gavagai with a stack of elephants, catapults, axes, and horse archers. That's going to happen no matter when I kick off the GA

Well in theory you could time the GA for when you have more cities than now.

It will take a relatively long time for those new cities to come out of revolt and be in a position to contribute to the empire though. Probably other factors will be more important for determining timing.
Oh yeah, that was the first idea to pop into my head was to use it as a time to build up infra in these cities after conquering Rome. However, it is just too far away. Even now it is going to be 10 more turns before I attack Gav, and that's because it takes 7 turns for elephants bulit in Thundercats to go all the way to his culture.
At the same time, I just whipped everywhere and might be stacking some whips in cities closer to Gav to ensure that I do eliminate him this time, so using the golden age now doesn't seem like a good idea either.
