I'd prefer we settle this. If there's a limit on city trades, we should enforce that limit. If there isn't a limit, no foul. The only option that doesn't make sense to me is saying "there is a limit, but we're not going to enforce it in this one particular case."

The one per treaty thing is to avoid spiteful empire giveaways, this seems not that. No more than two citizens or a single city is fine by me.

Seems as good a time as any to mention that I'll be traveling over the next three days. I should have internet access etc. but my schedule will be restricted, so I may need to use more of the timer.
