I think it's gametime by player.
So say you have Miles Austin playing at 1:00pm and Wes Welker at 4:00pm. You can sub your bench Monday Night Football scheduled guy until 12:59pm for Austin but until 3:59pm for Welker.
Yes, that makes people with later games better bench players, all else equal of course.

This is correct - although if I'm not mistaken - it's 15 mins before gametime is the deadline.

Players lock individually. Once that player's game has started (or maybe it's like 30min before gamestart or so), you can't move that player into or out of your bench, OR into or out of your team.

My projections:
Seven Running Samurai beat Stamford Rams (even projection). Schaub @ Miami is going to be a 25+ plus night.
Scranton Scooters - 7 over the Beijing Lewd Lobbers. I'm going to go with Scooter; the Patriots D is going to be drilling on coverage and pass rushing all week after giving up 400+ passing yards to Chad Henne, limiting Rivers a little, while I don't think that the Chargers D can really stop Brady. But Rivers vs. Brady on the field and at Realms will be fun to watch.
Baltimore + 4 over I'm Biwinning. Um, do I need to explain why I think I'm going to win, especially when I get 4 extra points to do it?
Parkin City War Chariots - 12 over Gildersome Giants: Sorry, TT, but Parkin City has a better overall team, and Rodgers is going to shred Carolina.
Put Tebow In + 2 over C-Town Spider Pigs: LeSean McCoy will come back down to earth this week, and Sunrise has had all of his bad luck for the season. Also, Tony Romo can't stay down forever.

I didn't end up having time to do position-by-position, so QUICK HITS.
Record: 4-1-0
I'll take The Seven Running Samurai, pick, against the Stamford Rams. I'm not really sure QB will be as huge a factor, as the Saints aren't exactly a stellar D...but hopefully Cutler's picks will be the factor. I'm going to give it to me on McFadden vs. Shonn Greene along with Lloyd having an injury that could lower his productivity(And to a lesser extent, Calvin Johnson too).
I'm going with the Scranton Scooters -7 to one reason: Way better WR matchup here too. Nicks is either out or will probably have a worse game(Knees injuries are not kind), Manningham is okay but Ward is only okay...and he's facing DeSean Jackson, Anquan Boldin and Larry Fitzgerald. I do think that the Lobbers have a RB edge though and so people taking them +7 isn't a bad bet either.
I'll also take the Jays +4. All in the RB here: Arian Foster has an injury that can limit his effectiveness and snaps, Tolbert can't possibly repeat his 3 TD day. Turner should have a good time lining up rushing against the Eagles good pass D and Blount will be doubtful to repeat his 1 point performance. Also, Reggie Wayne has Collins passing to him.
The Parkin City matchup is not as clear cut, I think, as Scooter made it out to be. 12 points is a lot. Brees is liable to match Rivers well, Bradshaw actually had decent pointage last week and I'm not entirely convinced on Texans vs. the run. The WR spot is the big mismatch, Marshall is okay but I think he's a bit overrated, I think that Giants +12 is the right play. Surprised by what D they're starting, though.
And in Tebow vs. the Spider Pigs, it's another close play... but Witten makes a nice TE spot, Bowe was dissapointing Week 1 and Roddy White faces a good secondary. Tebow has the superior Wideouts, but Spider Pigs LeSean McCoy could easily beat out the RBs of Tebow on his own if Chris Johnson has a bad day against a tough Ravens D. And Stafford against the Week 1 KC defense would be a slaughter...I am quite honestly at a loss at who to pick here and think this is the matchup that could most go both ways.
I'm going with the Spider Pigs +2(That's what the line says on the Scoreboard page, anyway) on the strength of McCoy doing good and Chris Johnson having a bad game, even if Tebow has the Ravens to somewhat negate it. The key could be Stafford vs. Romo and Smith vs. Harvin.

scooter -7 over Lewwyn - Feeling a bounce-back week from the bad week a lot of my guys had. Fingers crossed.
Kuro -5 over David Corperial - I can feel a Jay Cutler meltdown week coming
Cyneheard +6 over Sir Bruce - Arian Foster injury is my main concern here.
Gaspar -12 over Twinkletoes - Sure, Welker isn't going to get the kind of numbers he got last week... But Carolina made Kolb look decent last week, can't imagine what Rodgers will do to them.
Sunrise -2 over MNG - I think Steve Smith was a bit fluky last week and like Sunrise's RB's better.

Surprised Stamford didn't grab a FA WR to play in place of Earl Bennett. We have some decent ones out there.

Sir Bruce (+6) over Cyneheard. Gogo Arian Foster.
David Corperial (+5) over Kuro. I think Cutler is going to destroy a shaky NO secondary. Kuro's got Andre Johnson against that Miami defense though, so could be close.
Scooter (-6) over Lewwyn. I like Scooter's team at every position this week.
Gaspar (-12) over Twinkletoes. Rodgers and Mendenhall both have great matchups. We'll see if Chicago can stop a real offense this week against Brees.
Sunrise (-2) over Mister Nice Guy. As long as Chris Johnson shows up, that is.
