Why not make it a beginner PBEM, you could ask Ioan76 as well, as he was originally interested in participating in PBEM18 as well but we alredy had reached preferred max players.

Amazing writeup, as usual. I agree that Loyalty mechanics is largely bad and often makes few sense even in SP (it's a return of Civ3 cities flipping after conquest, plus it penalizes some niche expansion strategies like overseas settling unduly). It's weird that there's no option to turn it off.

In any case, a look at Steam Workshop demonstrates that weakening or outright disabling Loyalty is easy.
