No, the problem was that it was more effective to push research instead of using your spells 95% of the cases.
Like, you had Gorgons, instead of summoning and using Gorgons, it was better to max RP production and research then summon Colossus instead because it only cost 2-6 turns to research the Colossus while it also takes 2-3 turns to summon ONE Gorgon.
Using a lower tier spells vs a higher tier is about time. The lower tier spells is available now and can give you an advantage now. A higher tier spell is giving you a higher benefit, later. If the higher tier spell is cheap to research, it also gives you the advantage now, so the lower tier spell can't compete.
