Yes, it is definitely there. Better to double and triple check, you are right.
This could be considered cheating, but I reloaded and settled on the gems for testing, as there is a water body to the north and there everything is fine and I could build a workboat.
I attached my save file as well. Apparently it is fine to just accept the hidden preset password to play. A bit odd, as it means everybody could play the save.

With the new turn order, I got the save from Dazed now.
The river has been moved a bit west. But the issue remains.
I cannot build a workboat when settling on that coast.
Emailed scooter again.
I suspect that this particular water body was somehow edited in afterwards and still thinks its a fresh water lake?

Done some searching on this, and Darrell realized the problem. You cannot build a work boat on a lake that does not have a water resource on it. So you're not supposed to be able to build a work boat there. Telling you this borders on some very light spoiler info, but such is life. So you're actually fine.

I am chatting to scooter about it.
The catch is that it is not a lake (ie fresh water 2f2c) but a salt water body with 1f2c coastal tiles and 1f1c ocean tiles.

Apparently this is something I never came across.
If a salt water body has no sea resources AND is sufficiently small any cities on the coast can't build any water related units or buildings.
If the salt water sea is sufficiently large it does not matter whether sea resources are present or not. Imagine a terra type map with all sea resources deleted. You can still build ships on it.
So my starting tech is Fishing and I get a coastal start on a salt water lake that is completely useless for me. Bad luck!
That means coast and ocean tiles that never can be improved by a lighthouse or Moai Statues. Almost like tundra tiles.
That sucks.
Lets hope its small enough.
EDIT: I was wrong, just no boats. Buildings are still allowed. Stupid me.

I'm pretty sure you can still build non-Work Boat items, it's just that since there's no seafood it doesn't let you build something to hook it up. That's what I think, anyway.

If there are 19 or fewer tiles in the sea you cannot build non-work boat ships.
That is independent of the mechanic where a lack of sea resources prevents you from building work boats. This mechanic does not depend at all on the size of the body of water and whether it is salty or fresh.
All you know in this game is that the latter is occurring.
