Sorry, I got distracted and didn't get around to this until now. How about this?

Greetings to the new leadership of TEAM! We in the Animal Kingdom hope to build a lasting and productive relationship with you, especially since we have no geographical reason to be rivals. To that end, we were wondering if you would like to sign an Open Borders agreement with a no-scouting clause, and if there are any other agreements you would like to propose.

Sorry, got distracted with stuff this weekend and forgot to reply. I'd say send it, but without the no-scouting clause. If they want to bring it up, we'll agree. But I would prefer the option to explore their lands if they don't care either way.
