I was thinking of Liberty in fact. Rome naturally wants to go wide so that seems like the best wide choice.

Would you go monument over granary? I have to admit even considering shrine, but I can't think of a founder bonus I'd want really badly

Well the ruins gave you a pop so until you have more good tiles food is not vital. I'd postpone the granary for a few turns unless it postpones something important after that.
