I know this seems conceptually like a minor number tweak, but v. rare spells are too important when you get them as reward, especially when you have fewer than 8 books or even 9 books. At a mere 16X, you only need less than 2500 treasure points I think, which is quite easy in mid to late part of the game. Doing a 25X (3750 research cost), it is more limiting, challenging, and balanced.
I understand what you are saying but it doesn't work the way you think.
Let's say you have 2500 treasure points.
This gives you 25% chance for very rares, 25% for rare, 25% for uncommon, and 25% for common every time "spell" is rolled.
But there is another factor - only 4/15 chance for "spell" rolls. So if there are exactly the required points, the chance of a very rare spell is 6.666%.
At more points, it's still only 6.66% but unless the first roll spends too much points, there is a second roll. So the higher the amount, the higher the chance - however even with infinite points the chance is never greater than 25% - once a spell was added of any rarity, no other spells can be added.
(the real numbers are even lower - books and spells are mutually exclusive in treasure, so if a book is added, the very rare is removed.)
