I set up the map without towers and sent saves (one for Kardith, on for Cardith  ) to Dave and naufragar.
Can also send saves with tiny map size (just to try it) later this evening. Or naufragar does.
btw maybe one of the civs or leaders are bugged somehow, and that is why the test game goes through, because it has different leaders

To be clear is the save from the test game, which i got from cairo. None of saves from game we want to play worked.

Test game opened fine for me. So full circle with that.

When I try to load the Cairo save after ending the Dave turn, I just get prompted to log into Dave's civ, presumably as an anti-cheat measure, so I can't hotseat it until Auro's turn.

I got the test game save from auror and could open it, so we completed the circle. I even got an event with 19 free beakers so I count that game as a win.
Curious if the last saves I sent to naufragar and Dave did open; I just sent another one with map size set to tiny. I think after that I'm out of ideas.
Please also check the one with no options checked at all from last night.
btw nauf any chance you made this on a non windows machine?

The three no towers saves and the no options save I can't open. I'm running Windows 10.
I'll do the copy-paste edits you mentioned here and I'll see about removing towers via World Builder rather than through text editor.

All three gave me the modified assets error.
