I think that means if there are 2 players left in the game, not 2 players left that are tied.

Oh, that's what I first thought but then assumed the game would end at 1vs1.

so, we had add up the influence of everyone voting for candidate A, and compare it to the influence of everyone voting for candidate B, correct?

Basically: to prevent certain endgame situations 1 vote vs 1 vote is automatically a no lynch. the game doesn't necessarily end at that point depending on what night abilities are left.
