I don't see what the issue is.
The game is functioning fine for everyone.
On the occasions where Q or someone else needs to use 12.0, renaming folders to switch between versions is not difficult. In the past, this used to be a regular occurrence for players who were participating in more than one pbem... something they had to do literally every day. If this is impossible for some reason or another... You can always duplicate your entire installation of Civ IV. Hard disk space is cheap, something like 3-7 cents per gigabyte, and most people already have a big chunk of space that they aren't using for anything.
Also, realistically, how much bug fixing will need to happen for 12.0 that doesn't also apply to 12.1? There are no ongoing pbems that use 12.0.
If we are going to restart... I would hope that it happens very soon, but I don't understand why it would be justified.
The issue isn't how long the turns to play. What matters is the number of rotations we have through the player list.

Agreed. Restart would be justified if we had some issues in the game. But this "problem" of Q's is not a real issue, like Bob pointed out it takes like 15 secs to rename a folder...

While it is fast/straightforward to rename the directories, it's still a hassle to do so - and remember to do so - and we have no idea of how many requests Qgqqqqq gets from other sites to look into particular issues.
Also, I imagine that until he has more time available, there won't be a full version of v12.1 published; so most people will still be downloading and playing from v12 - or having to navigate as we have the additional download & copy. If one of us can have problems with that, then so can others.
Without knowledge of others' events, I imagine that most effects can be preserved / duplicated by manipulation of the WB prior to the restart - gold can certainly be added easily. We're only 4t in to what could be a year's game; why risk alienating one of the players over a 3-day delay?

So it's wrong for Q to spend ten seconds to rename a directory, but it's ok for me to spend 20-30 minutes to check every player's thread for event updates, do the changes as best I can, regen the game, verify the settings, send it out, and then explain to the affected parties how closely I was able to duplicate the effects of their random event?
C'mon guys.
Anyways, it looks like we have 3 for the restart (Q, Dreylin, Dave), 3 against (Bob, Ellimist, Auroarcher), and then jalepeno abstaining. If TBS wants the restart I'll send out a new save to Bob when I can.

Diplomacy. We discussed this, with no decision reached. I think it's easiest for me to just cede on this issue.
Therefore:

Oh and to clarify: as with v10.1, v12.1 will never be released properly. Rather, it's changes will be bundled into v13 if/when that occurs.

Yeah, I'd prefer no restart. I sympathise with Q but I don't want to waste half a week of turns in what's probably going to be a long game.
Diplo is fine with me, but I don't intend to be very active.

Just asking, but why is a restart not a clean slate, with everything from the old start thrown away?

Well there had been comments about players potentially losing the effects of beneficial events, so I suggested that as a solution if people were against the restart on those grounds.
