You typically PLAY the game on PAPER.

The third clue is less obvious to me. There must be some reason he clued tic tac toe instead of, say, Sudoko, Crossword, or Origami.

You use your HEAD? Not much, tic tac toe is one of the simplest games; in fact it's a canonical example of a "solved" game.
You could belong to a tic tac toe CLUB? Very unlikely, and would be more suited to my other candidates.
You earn a POINT by winning? Not typically.
You play on a SLIP of paper? Probably too clever.

I have a weak preference for HEAD, but I'm hoping one of my teammates has better insight.

Is that a legal clue? I thought hyphenations weren't allowed.

That's a good point, pjabrony. I'm not aware of us having any agreement on allowing compound words, and I don't have any strong feelings on whether we should allow hyphenated words in general. (If anyone does, we should discuss it in the rules thread.)

For the purposes of this specific clue, though, I will rule it as valid.

I think it's Paper, Play, and Mint (a tic-tac is a type of mint).

Is it though? We all agree there's a reason why we were clued this particular game, right? And it's a 3 clue, so considering the the name of the mint is verbatim (at least I think) contained within the name, isn't it pretty on point? If I saw another word referencing a grid, or X's, or O's, or ties, or Wargames I'd be less confident, but I don't see anything...
