Yeah, I'm pretty sure I found the lurker civ--it's 100% Lurking, and it appears to be completely surrounded by ice. I'm going to count that as a +1 in the civs met count (even though OxyBaII's count dwarfs mine, even considering their lack of scouting).
Also, yes I now realize that I screwed up placing my last city--if I settled it 1W I can work the improved fish in a couple turns, using the culture I forgot I would get from the Palace.
As for the strike, FinHarry didn't accept my gold request--but thankfully the strike only took out the western Galley, not any of my units that are actually scouting, and then I could cancel the paybacks on my loans (getting back to 100% science for the first time in a while, and actually finishing Feudalism in a reasonable time (not that it matters now of course ).
