Yeah, you have a good point about Vienna. I see you have the galley up there though, maybe he could peak in, if he doesn't see many chariots it would be safe to move one Impi out(and put some hammers into one to emergency whip just in case). Assuming we win, do you plan to keep the city? Be careful about protecting San Sebastien from a naval response too. Maybe keep a galley to block the southern path. Can pull the Impi from Ugly next turn too when it finishes it's axe.
Iron working next sounds good to me. Generally people need loans on a specific turn, so I doubt the Network will accept later, but there's no harm to offer.
I had some ideas about the happiness situation btw;
One point is to ask HRE for a loan of their spare Ivory. Certainly 5gpt would be a great deal for us, even if just for 10t while we get the Calendar resources online, though maybe you don't want to help HRE. It depends how much money they'd ask for. They're less likely to attack us too, if we're paying them money.
Another is to settler some of the filler cities to use the food sources while our developed cities have trouble doing so right now. In particular, I'm thinking of that spot just south of our capital that shares 3ish food resources, there's also a possible spot on the East coast to use Il Merc's fish.
I still think we need more workers and that's a good job for cities that are unhappy at the minute, since unhappy citizens don't cost food while building workers/settlers. Eg. Django is a good candidate, maybe Il Merc too, though that galley would be useful, Ugly after its axe build. Maybe send that spare worker by Bad up to the north east to help connect the Calendar resources too?
Also, I think markets are a better build than libraries in general at the minute with our low breakeven rate and tough happy cap.
