An unmoved paratrooper in a city or a fort in its own territory can "paradrop". It doesn't matter if it starts on a transport, so long as the transport moves into a city or fort.
It can be intercepted (25% evasion chance), and killed by fighters.
When it paradrops, it brings up a nice animation on the screen, and teleports to a tile within range 5 of its starting tile. (Note: range 5 is like the 80% culture circle)
Edit: the destination tile must be within the player's line of sight, and must not contain an enemy unit.
After doing this, it has 0.66 movement points, and cannot attack a unit. It can, however, capture an empty city.
Interestingly, the barbarians can build them, but don't know how to use the paradrop function.
