Well in this game you're definitely not allowed to accept the offer, so if you think you're allowed to make it I guess it's foolproof.

Suttree has been continuing to send me stupid city trades for The Blackjack every turn for the last 12 turns. I'm getting so sick of it. Four turns ago, I sent him around 30 individual trades for the Blackjack - individually every one of his cities, his resources, and random amounts of gold, hoping that he'd get the picture that I'm getting really pissed about it. No luck. Next turn, I canceled open borders. Still didn't work. Next turn, I declared war and hit his galley stack with a 3-move trireme, sinking a galley that was presumably loaded with swords. He was able to to counter-attack next turn thanks to the new ToW naval initiation rules, killing the trireme and a galley I sent to cover it, and sent a cease fire. I accepted, thinking we were now square but... this recent turn, where, once again, I got another "all his cities + resources for The Blackjack" trade. I want to click accept so bad, just to stick it to him.
I'm at 14 cities now, with more islands on the way; I'm keeping up in city count, but am very close to dead-last in land. 4 turns from the Colossus in Lusitania. 4 forges finished, 4 more very close. Capital at a pathetic size 6 after heavy whipping to deal with suttree's nonsense. He has two huge islands to settle, 1 south with room for 8 cities and 1 north with room for I'd guess at least 4, although I can't see the whole thing. I am so completely baffled why he wants The Blackjack so badly.
That would really annoy the hell out of me. Have you reported it to the admin? Maybe he can intercede.
As long as your cities can recover, you should be good in the long run. Even if they're weakened now, the nice thing about Civ is that as long as you have them, you can recover. But the luck of the draw has a significant impact on the game, as well. Staring position, the direction that you scout and then begin putting cities down...it all changes things. I've been pondering if it would be possible to do a pitboss game for the less-skilled players...the ones who aren't computers. For people who don't play single-player higher than Monarch. Watching these current PB games I feel like I'm outmatched by most of the core players. That's one of the reasons I've been dedlurknig you -- I feel like your playing style and abilities are closer to mine (though I think you have more experience).

I don't think it would be unreasonable to ask suttree to stop sending those city trades, particularly when city trading is against the game rules. I can do it for you if you want, given that it's a no diplo game.
