Here's a report for turn 25:

I just founded my third city, Josie. I just finished Bronze Working, revealing Copper underneath Peg.
I have 2 workers, with a third on the way. I will then build a few Chariots to go and burn Hippo. I have 40% more power than TBS despite having only 5 Warriors. So I imagine he's running something of a farmer's gambit. Hopefully I'll be able to take advantage. Ideally I'd also have a settler ready to plant on the spot marked over there.

That second Axe was going to be a 1-turned Chariot, and I was going to attack with 1 Axe, 2 Warriors, and 2 Chariots. However, The appearance of that Spear has changed my calculations. What if he'd started an Axe in that city as soon as the Spear was finished? (I'm assuming the spear is newly built, because the power ratio didn't change from last turn even though I built an Axe.)
By the time I get there he'll be able to whip it, and in order to get past an Axe and a Spear, I need 2 Axes. So next turn I'll whip that Axe, and road the tile the newly built Axe is on. The overflow will 1-turn a Chariot, and I'll attack with 2 Axes, 2 Chariots, and 2 Warriors. I was also thinking of trying to keep the city, but that would definitely encourage TBS to try hard to take it back. If I burn it and resettle closer to me, that'll give him an opportunity to resettle in the area as well, and might actually stabilize the border somewhat.
I don't have a demos screenshot, but I'm out in front in GNP, and not last in the other categories. So that's good. Need more cities though. TBS settling up on me like this has really messed up my plans.

Are you thinking of settling White Dot if you raze the city?

I've been doing a lot of sims of that scenario, and it depends so much on luck. I don't like to rely on luck.
I need to know if he's chopping that forest, or if he's pasturing it. This turn he should be finishing the chop if that's what he's doing. So, if next turn an Axe appears in that city, I have to be ready for 2 Axes. Which means I'll build another Chariot. I have a forest being chopping outside my cap, intended for a Settler, but if I have to, it'll go into a third Chariot, which should be able to reach the front in time.

So that forest hasn't been chopped yet, and he moved his units back. The Warrior that was in the city must have moved away, and he moved the Spear and the Warrior that was covering the worker into the city. He has quite a high power, but this activity makes me think he's worried about something happening somewhere else. I could have moved the Warriors up to threaten the worker, but I think I'd like to continue to appear non-threatening next turn.

So I moved in and declared war. That forest the worker was on was chopped. I rolled the turn and an Axe appeared in the city. The city also grew to size 4 so he can dry whip another Axe, so I will be facing 2 Axes. Fortunately I decided better to be safe than sorry and built that third Chariot. It should be enough if nothing else changes, and I don't get horrendous luck.
The attack will go: Warrior v Axe, Warrior v Axe, both times hopefully injuring the Axes a bit. Then Axe v Axe, and Axe v Axe. If I win both or one of those, then we're still good to go, if I lose both, then it's over. One Spear can easily defeat three Chariots with just a bit of luck. But in my sims a victorious attacking Axe gets enough XP to promote, while a victorious defending Axe doesn't. And if a surviving defending Axe is hurt enough, the Spear will defend before it. So I can promote my surviving Axe, kill the Spear, and then my Chariots finish everything off. If by the time I attack he's able to have three Axes and the Spear, or two Axes and two Spears, then I give up. Let's hope he doesn't have the cash to upgrade that Warrior, or have some other unit already on the way. Or Masonry for Walls.

the defending axe would have killed both a warrior and an axe, so it should be able to promote ?

not in my sims, and I'm not sure why. There's not even a glow, so it's not as though the AI is being dumb.
