I tested that back in PB61. What you described can work for trade:

Sorry for taking over your thread, vanrober. But all these trade route shenanigans yesterday made me curious and I tested out how else to connect cities and I came up with aboves example. With Sailing all of these cities are connected. The trade route goes from Hadrumentum in the south
- via the coast jumping over the land bridge into the lake near Carthage
- from Carthage via the road to the fort at the lake
- the fort apparently serves as a point of entry to the lake 1NW of it
- from there we jump land again to the next lake 1NW.
- there we just enter the river like a normal person only to
- continue jumping across the rivers to
- finally jump the river bend and land in Utica
I love it. Craziest thing is that the fort helps with accessing from land to water tiles and vice versa.
EDIT: And yes that means you can have a completely landlocked empire without coastal cities and still have ocean or coast trade routes with other neighbors thanks to a fort.

You have sailing there though, are you sure that lake trade route does not depend on that?

That's kind of amazing Charriu. Does the game then look at riverside tiles and not the actual rivers when determining trade routes?

To my knowledge the same thing as above works without Sailing and inside your culture.
No the game does not necessarily check for the riverside tile aka the +1 commerce tile. It's a lot more complicated and I tried to explain it here.

Well, for our start it looks like we would only be able to get a trade connection via river by going west and settling on the river that leads to our lake. Or by building roads. But hoping that there is a good city location west of the capital and close enough that we can keep culture over the river seems a bit too flimsy to bank on. And without the early PRO connection, what's the point of playing Charlie?
With Charlie of Mali we will have the worker turns and tech to lay down roads and ensure there's a connection. Can get a settler out either at size 2 on t26 and have 5 worker turns for building roads with that combination. Or go for size 3 and settler t28 but only 2 worker turns for building roads before the settler comes out.
We could do this with Charlie of America too, but only by delaying BW until after Wheel. I suppose with IMP it isn't as big of a deal to settle copper with city #2 because we should be able to churn out city #3 fairly quickly. It's not like we're going to have our only source of copper halfway towards an aggressive neighbor with a resourceless UU ... right?
Okay, it comes down to: if you think we aren't going to be completely exposed by delaying BW for Wheel, then I think it would be fun to explore Charlie of America. If that sounds too risky then we should pick Bismarck of Mali. I've been slowly talking myself into taking on the risk, even with my last game (though I do not plan on playing this so stubbornly if we do pick Charlie of America; I'll make more sensible short-term decisions).

I'm fine either way. If you want to try Charlie of America lets do it. With America I would suggest going for religion and using library to get an easy prophet or GE for a big wonder.

I was thinking about the GE, or an early GM to keep burning gold for tech, but I really like the GP idea. The trick will be landing a religion as we're already crunched a bit for early tech.
However, this combo doesn't have anything for early border pops so an early religion makes sense for solving that problem too.
