concerning leadership: i like the capped army size. larger garrisons for cities sound interesting though. if leadership were to be implemented i suggest to start with a lower number (like 5 units), and don't increase much over 9. 9 is big enough. the idea of better units need more leadership points won't fix the issue concerning high level units. either they have a better value/leadership ratio or they don't. in the first case they will only be used just like now. in the 2nd case they won't be used at all. a rock/paper/scissors system for units can be done independent from leadership considerations (this is why i gave all pikeman negate first strike in my mod).
all in all i think if you really want to remake MoM you should stick closer to the original game. otherwise, what you make is a new game, similar to MoM. that's not neccessarily a bad idea, but it's not how i understand your goals.
