Converting to the religion is going to only really be necessary if we need the happiness, want to spread it, or want the OR bonus on buildings. I don't particularly see us needing any of those terribly soon however. Perhaps do the standard switch while the first settler is in transit? Next turn could work too however, as the worker just came out and allow that workboat to get to the clams.
In terms of the capital, my gut says just a plain old warrior (HR happy face) just as something to grow while building. Obviously it would be ideal at some point to build/whip/chop a worker there, it just doesn't seem to make much sense to me to do it at size 1.
