I really do not think promotions are the way to go. Maybe we rate based on THE most promoted unit's XP like RB did for a few games.

If you go for lots of promotions on one or a few units it becomes really random; if your unit loses a battle, you lose.

You should have bonus points for most experienced mounted unit.

Could maybe do some other variant with promotions. Disallowing the Combat and City Raider lines for instance, so players are forced to explore the Flanking and Drill lines on all their units (along with Guerrilla and Woodsman). That could perhaps be one feature of some larger adventure proposal.

How about you set up a map with a bunch of preplaced AI cities, with names that are clearly not generated.

You then set up a game with an end date of (suitable end date when cavalry will be fazed out)

Award points for each of the preplaced cities captured or razed (this stops farming of barb cities or small new size 1 cities). You can gain points for each city only once.

Rule restriction is you can only attack with cavalry units (any other units can be used for defense)
