Usual leader bans don't really apply to this kind of set-up as EXP and FIN are pretty mediocre. IMO, PHI, ORG and CRE are the top tier treats in this kind of game, but there's not a general consensus. I think we would be fine with no leader/civ bans except maybe inca.

I am fine with base BTS. I just hope I can remember how to play it...

I am also fine with snake pick, and will leave bans up to you guys

Ok guys, after further thinking about it, I consider the following bans essential for base BtS:
All Fin leaders
Sury
India
Inca
Byzantimum
War Elephants
Coastal blockades
I'm sorry to say that I definitely need all of these bans in place if we're to play base BtS

I think the general agreement is passive espionage only. Nukes are too late to be relevant, I never used one in SP or MP tbh

I'm fine with those bans, but I really think you're overestimating FIN in this set-up. It's not about getting an economy, it's the fact that FIN just has limited utility. FIN thrives on large maps with lots of coast, as that's where it has a large marginal value on all of those tiles. On those maps, FIN is amazing because it can apply to say 200 tiles. In this scenario, we'll have very little coast and a couple rivers and we max out at 8ish cities, so FIN will only apply to say 20 tiles. EXP scales similarly: you're only going to get discounts on 8 granaries and 10ish workers, so by turn 50 EXP provides pretty much no benefit. PHI, on the other hand, gets much better with smaller maps. Bulbing techs becomes a lot more efficient in this set-up, so GP become more valuable as well as an early academy being a must. In addition Oxford will usually double a civ's research capacity, so fast universities are similarly awesome.

Don't you think Pacal would still be the best leader if there were no bans? Frankly I don't want to play a game where everyone picks a Fin leader and basically has one leader trait - and I would be very surprised if that didn't happen without ban on Fin
