Random (and probably incorrect thought): I wonder if you could try and rush cultural victory based on Eiffel.
If a shore tile has 2 or more coastal tiles adjacent to it (most do), Eiffel automatically bumps it up to +4 appeal (breathtaking.) Even if a coastal tile is only adjacent to one coast, having a wonder/river/lake/forest/oasis/culture site/holy site/amenities site is enough to take it from +3 to +4 (assuming that there are no maluses (all of which are easy to control for in the late game except for floodplains).) Being able to drop +16/+20 tourism improvements on basically every coast tile (Cristo Redentor) might make a big difference.
This is all probably civ6 working as intended, of course, but I didn't see it in the thread so I figured I'd mention it. Of course, I've never taken a shot at cultural victory before - if there's some way you can drop like 200 tourism on most cities this is all nonsense.
