Eientei is a terrible location Kuro smile You need to prioritize first ring resources (especially food) and forests far higher unless you can provide a missionary. Its output will be atrocious for a long time. You could have settled SW of the fish for a much faster start on it. Same problem with your spice city earlier, it took way too long to get going. Hang in there!

Awww Yish, we might want to start thinking about starting a GA to get that free revolt into Taoism as well as any other civics. Do we have an Academy up yet? If not then we should get out our first GA and then swap into caste system to pop out a quick Scientist for an academy. If we run 7 scientists we can get out a GS in 5 turns.

We're Spiritual, we get free revolts all the time, and can swap to Caste all the time.
