I know why Kaiser held the turn all weekend, he sent me this message:

The tanks with the funky movement share the fact of being in open terrain similar to the Heavy Chariot requirements, I think you upgraded some of your tanks from Heavy Chariots (my best guess in 3 or 4) and I fear that they might have retained the passive movement ability.
This likely is a bug (as far as I know) and I would like to ask you to check and verify this internally. If you conclude as well that this is a bug, the easiest workaround would be for you to delete all tanks
Or alternatively just watch out to not move more than their movement as tanks should be.
If there is no bug, please make sure to leave an explanation in your thread as I am very curious how this movement discrepancy works out as a non-bug.

Pretty sure he doesn't understand modern units, like chariots, tanks do get +1 movement when starting in open terrain.

Here is what I see when I opened the save...
Kaiser was able to kill 1 army tank and injury a couple others. Canada has moved out of teh way, so it looks like he is not planning on blocking me. He accepted my offer but I don't know if he understood the message or originally had no plan of interfering. Regardless, good to see. Ichabod did accept my alliance offer, so +5 CS for me.
Now, what to do? I could push on his units hard and kill a few more and then probably lose a few more tanks. Or, I can pillage and regroup. I will have another army artillery in Rivendell's encampment next turn and my fleet battleship finally made it over from harassing Ichabod's coast. In the end, I decide to pillage and see if I can draw his units into the open for more devastation. I pillage his niter, a commercial hub, his theater square (X2), and his government plaza (X2). I ended up getting enough gold to upgrade my corps catapult and my army cuirassier. Here is where my units ended up...
I was able to redline one of his antitank crews and left one of my army field cannons vulnerable to counterattack. If he goes for the kill, he will have to either have one of his army antitank crews out in the open and in range of the city attack or bring up his army field cannons and leave them in the open so I can kill them. He will need both of the ones I could see in the first screenshot plus maybe a single FC to kill mine and will be able to kill both next turn.
The overall plan is to work on his units a little more then shift focus on Clarie Finn once my artillery and tanks can kill the encampment (2 turns of bombardment and then an attack with 2 tanks). Then, the city should fall fairly quick if I can hit it with a couple of rounds of artillery fire. Next turn, I chop out my second biplane and I will sacrifice my privateer to pillage Ed Mercer's campus to speed Advanced Flight up.
With the alliance with Ichabod, my spy came home and I send him to Gordon Mallory. I will need a second spy doing a listen post mission so I don't lose the +3 CS when I take Ed Mercer. As previously stated, my fleet battleship from the Brazilian coast finally made it over and the new battleship for Osgiliath arrived and formed a armada battleship with the one bombarding EM's encampment. Both battleships will work on the encampment until I can pillage it and then start on the city. I think I need to reduce the walls to about half strength before I can swarm with tanks to capture the city. Overall, I think I can capture Clarie Finn, Ed Mercer, and maybe Kelly Grayson before bombers start showing up. Fighters are about 3 or 4 turns away and then my first bomber will come out in about 10 turns. Once I get a group of bombers together, Kaiser's cities will fall quickly.
Campus finishes at Osgiliath and will 1-turn a library. I switched production in Rivendell to an armory. I need 3 military academies for the boost to get Fascisms and with the culture from pillaging, I need to get working towards that now. Eight turns until the next era and I am only 5 points from a heroic age. I will definitely get there. I will get 3 points for the national park and then just need to kill 2 or Kaiser's armies or corps units. I will probably actually go over by a bunch of points as I will kill as many armies as I can and should get points for the first fighter and an Atomic tech.
Seas did rise this turn and Mount Doom's theater square is pillages and the lumbermill at La Venta is flooded. Sea will rise again in 9 turns and this tiles will be gone forever.

Kaiser called the World Congress to meet...
I don't know if I have ever seen this emergency before. Not sure if this is a ploy to get others involved in the war or make Ichabod burn a bunch of his diplo favor before the World Congress meets in 8 turns. Doubt it will pass, since I can't go to war with Ichabod and everybody else would be going to war with me too. I think for next game I play in, I am going to ask for a ban on calling any emergencies, the are just a waste of time. If we could turn off the World Congress, that would be better but don't see how that is an option in the current state of the game.
Before submitting my vote, I keep to see what damage Kasier was able to do...
Looks like he only hit my FC with his artillery, taking half of its health but giving it a promotion. He also retreated his units to hide in his cities. After looking at it a bit, I think I might be able to finish Advanced Flight next turn. I should be able to reach his open Industrial Zone at Kelly Grayson and pillage it a few times. That plus the privateer pillaging his Campus at Ed Mercer and chopping the 2nd biplane out will complete the tech. Then, I will upgrade to fighters, who will be able to easily 1-shot his army FC and take a significant chuck out of his army anti-tank crews (114 vs 96).

Start the turn by looking at the emergency votes. The emergency against Ichabod failed as everybody but Kaiser voted it down. Ichabod casted 7 votes and used most of his diplo favor and Kaiser only used his free vote. Looks like he wanted to have Ichabod use his favor so Kaiser could dominate the next World congress vote. Otherwise, why call the emergence and waste 30 or so favor just to cast 1 vote?
The front looked the same as my report during the vote turn, so won't provide it again. I am able to pillage the Industrial Zone at Kelly Grayson and get my tanks back to relative safety. I chop out the 2nd biplane before I started to pillage to get the boost and not waste any science. Here is the 3rd pillage...

I upgrade both of my biplanes and get era points for the first aluminum unit...
One more point and I have a heroic age! Both my artillery units bombard the encampment at Claire Finn, stripping about 115 HP of the walls...
I might have been able to pillage it this turn but the 2nd attack would have been close and with a bad roll or two it would have survived. Better to push next turn and capture the city in a few turns afterward. I did pillage his campus at Ed Mercer for more science into Plastics. I did build the privateer specifically for this purpose and pretty sure he will die on Kaiser's turn. He did give me a turns worth of science.
Next turn, I start pushing on Claire Finn. My second fighter will need a turn to make it to the front and might need another turn to deploy before he can actually attack anybody. I don't think Kaiser will have any units within 6 tiles of any of my cities or the airstrip.
The most recent patch is in today (played turn yesterday). They changed a few government set-ups but my current government (Theology) was left unchanged. One change that might effect me is +2 amenities to arenas. I think it was only +1 before, so I might have a few more content cities when I open the next turn. I think I have 4 arenas now and can build a few more plus a couple of Ferris wheels. About time these monthly patches help me.

Open the save to a very unexpected notification...
The people of Bologna have joined the faithful even though I am at war with them? I close it out and see what is going on...
Okay, looks like Kaiser wanted to try something drastic and take Bologna and free them. Bold move...not a smart move but rather bold. Curious is the notifications that they both declared war and peace on me, Ichabod, and Venice. I look at their influencers and see suboptimal has dumped 7 envoys in them to take control of suzerain. Also, not a smart move but not like it matters, Venice is the only other option for envoys and I don't think he is anywhere near what I have there but, this happened to kick Kaiser's units into range of my encampments and Rivendell. Thanks suboptimal! Too bad it was a waste...
I easily retake Bologna with my least healthy tank. Though taking the city, Kaiser was left fairly exposed. I decide I need to take out his encampment with the army artillery so I can still push on CF. I start by moving my General down to within range of my artillery and hit the encampment and then 2 tanks later...
I then take care of the single field cannon with my encampment and a tank. Hit his army antitank crew with the fighter in Gondor (that is where he rebased) and Gondor's encampment and Rivendell's city defenses. Next I hit one of his army field cannons with a tank and my army field cannon. Next, he had another army field cannon on the stone, west of KG that I hit with a tank and killed it with my corps cavalry. There was also an engineer on that tile that was also killed. Finally, I see he moved an army antitank crew onto the campus I pillaged at EM (he did kill the privateer)...
I moved up my battleships and took care of it. One battleship will get hit with the encampment attack but unless he has more surprises in the fog, I should be okay. Here is the battlefield at the end of the turn...
For summary, Kaiser killed my privateer, an army artillery, an engineer, an inquisitor, and an army tank. In return, I killed 2 army antitank crews, an army artillery, 2 army field cannons, a single field cannon, and an engineer. Plus, razed his encampment at Claire Finn. I think that is a fair trade. I think he will kill my corps cavalry and might kill a tank but I doubt he can kill more. I can't imagine he has much left in the fog that is not engaged on my battlefront or over by Ichabod. I suspect he will move his army artillery into CF and retreat to regroup his field cannons. I will pillage next turn to get enough to upgrade an army chariot, then I should be able to take CF in a couple of turns. With all the killing, I am way past a heroic age!

Start turn off by bringing up my 2 fighters to Bologna to provide vision of Kaiser's forces in the area...
As expected, Kaiser did kill my corps cavalry and was able to kill an army tank but left both his aqueduct and commercial hub open for pillaging. Before I see about pillage for upgrade gold, I hit the army antitank crew SW of Claire Finn's encampment with the tank in the encampment and then move the artillery out of my encampment and kill the unit. Next, I bring both my army field cannons within range of the field cannon north of Kelly Grayson and kill it. Finally, I pillage the commercial hub twice and the aqueduct. Giving me enough gold bring down the army heavy chariot sitting in The Black Gate and upgrade it. Here is how the battlefield looks at the end of action...
If Kaiser keeps his artillery out in the ope next turn, it is in range of both fighters and will die. With my fighter now in position, I should be able to pick off anything left in the open. I expect Kaiser to put his ranged units in the cities and retreat his other units to health and regroup, or at least that is what I would do. I am going to start bombarding Clarie Finn and will probably need 2 turns to get wall health down to the point where tank attacks will do enough damage to the city health to take the city. He also has 2 more pillages available in the commercial hub (it has a stock market). He might have had a chance if he built units instead of wonders and all this infrastructure. I go around my empire and merge my chariots into armies. I have 3 armies left and 2 single chariots that I will merge into a corps...
4 turns until my first bomber is out. I will need one turn to move him to The Black gate and then will start bombing Ed Mercer. There is 3 turns until I can start building an aerodrome at Osgiliath and then will have both cities focus on bombers. The volcano up by Mount Doom took out my truffles and brought 4 cities into displeased, so I placed the national park at Moria to bring them back to content. I was planning on holding off until the era change but would rather keep my cities happy. Lots of builders in production to plant trees and build lumbermills. I am going to focus mostly on Helm's Deep and The Black Gate and then improve Hobbiton and Mount Doom. I will probably need more builders as I have lots of flat terrain that could benefit form lumbermills. I will need more production, as I will need to start pushing out more tanks and build an actual navy.
My alliance with suboptimal end next turn and I think I will sign another friendship and science or commercial alliance. Looking at the cultural victory screen...
He is still a ways off of a cultural victory and I don't think it will happen is 30 turns. Surprisingly, I am leading in domestic tourist even though I am near the bottom of the culture rates. I must have a few boosts that others don't and have been getting boosts that the others haven't. An alliance with suboptimal will give me 30 turns to take out Kaiser and build a massive navy so I can launch an attack on suboptimal when the alliance ends. Another alliance with suboptimal will also get me the boost to chemistry for having a tier 2 alliance.

Open the save and assess the damage...
Kaiser was able to kill a army field cannon and an army tank that was located on his encampment. I start my turn off with killing his army field cannon SW of Claire Finn with my fighters, then kill the anti-tank crew on its encampment with my field cannons, followed by killing the other antitank crew with my army field cannon. I then look to pillage for more upgrade gold. I am able to finish off the commercial hub and mine NE of Claire Finn and upgrade another army chariot. I am also able to pillage Claire Finn's university to shave a turn off of Plastics. Looking around, I noticed that Kelly Grayson has repaired its industrial zone and government plaza. Why, I have no clue. I am just going to pillage them again next turn. I also pillaged Ed Mercer's stupa. I don't want to pillage the temples and shrines because I can get the culture when I convert them to my religion, but I can pillage the stupas. Finally, I bombarded Claire Finn with my army artillery, removing 48 health from the walls. Probably will need a few more turns of bombarding before I can take the city...
Suboptimal asks to renew our friendship. I look at the culture screen to see what changed from last turn...
I increased my domestic tourism by 1 and he increased his foreign tourism by 2. If he brings that up to 5 per turn next turn (one from everybody) and I continue to add one per turn, he will still be a little over a 100 short by teh time our alliance ends, so I accept and send him an offer to renew our science alliance (I might have sent an economic one, I don't remember now, as I switched it a few times but I do have a picture of the scientific one, so let's go with that).
Pingala can be used again next turn and he will go back to Osgiliath. They finished their university, so he will be worth more science than when we was neutralized. Osigilath starts a builder while it waits for the city to grow to build the aerodrome in 2 turns. I look at the city status screen...
And see that I am now starting to increase my war wariness, so my war wariness is now Kaiser dependent since it is tracked independently against each player. I was down to 21 and now have 22. All my cities are content and I still need to repair the truffles at Mount Doom. After the era change, I will add a few more national parks, which should keep my cities content as the fighting continues and I add more cities into my empire. Luckily, my first target (Claire Finn) has coffee, a luxury I don't have, so it should be at least a net neutral city when I conquer it. One of the next national parks will also be at Bologna and should an amenities to a few of Kaiser's cities when I conquer them. His military power was down to 463 and I eliminated another 150-200 MP (depending on the health of the antitank crews), so I can pretty much see what he has left. There is a army field cannon in Steve Newton, an army antitank crew in Claire Finn, an army artillery in Kelly Grayson, and an army antitank crew in Ed Mercer. I can probably expect some unit builds on his turn but my losses should start to decrease as I kill anything that attacks outside of the cities. Slowly but surely I am working him down, once I get a few bombers I should be able to take cities fairly quick. Bomb the city with 3 bombers and then hit it with tanks, I should be able to take a city in 1 turn, then use another turn to reposition and heal, then repeat. The 30 turns of peace with suboptimal should be enough time to conquer Kaiser...I hope!

Time for a policy swap...
The industrial doubling card is now obsolete and replaced with Five-Year plan, doubling both industrial zones and campuses. I also replace the +1 per envoy with Colonial Taxes, adding a little production to my northeast cities and gaining a little more gold. I do have to think about moving my capital to Moria. The project will take ~28 turns but might be worth it, especially in I take Kelly Grayson and the Casa de Contractcion. One thing I need to consider is that it will probably take longer than conquering Kaiser and he has a bunch of nice cities, so it might be a wash to change my capital to the other continent. I am going to need to hold off a bit and think about what would be better, regardless, I will make use of having a large empire spread across 2 continents.
With suboptimal accepting my alliance and the campus doubling, my science shots up from 135 last turn to 164 this turn. Pingala also returns to service and I place him in Osgiliath. Once he establishes, I should see another significant jump and start to see the gap closing with suboptimal. I also have the campus at Bologna to repair, so I should be sitting pretty good in 10 turns, science-wise.
Kaiser did attack a few of my units, most notably my fighter with his city attack, but didn't kill anything. He rebuilt the encampment at Claire Finn, which I destroyed again with a tank. He retreated his units but I think he miscalculated the reach of my frighters...
His antitank crew southeast of Claire Finn is in reach of both my fighters but was able to survive 2 attacks. I suspect he was hoping to have me destroy the encampment and then be able to kill a tank with the unit in Claire Finn and this unit. I am a little surprised he moved his artillery to Ed Mercer. My battleships can wait a little bit to bombard the city until I can take Kelly Grayson and Claire Finn. I think I am going to push hard on Claire Finn next turn. Won't be able to take it next turn but will the turn after, then on to Kelly Grayson. I did pillage his government plaza and industrial zone again. The science from the industrial zone finishes...
Now I can get more oil. I also need to find a city to build a settler from the double oil spot in the northwest.
Now for teh bad news. The river by Erebor flooded and wiped out some of my industrial complex...
The worst of it is that it brought Osgilaith down to 14 population, when it was going to hit 16 next turn. Now I have to wait for the aerodrome. At first, I was wondering why Osgilaith would lose population, it is not on the river that flooded and it has a dam right next to it, but then I remembered I had a citizen working in the industrial zone that was completely damaged. At least it has enough food to grow next turn and is running at +23 . It should grow back fairly quick. Osgilaith's industrial zone was completely destroyed but Rohan and Erebor only lost their factories. I will finish their current builds before repairing everything. It will take less time to push the bomber out than repairing the factory and then completing the bomber. Kaiser has gotten a few breaks with this river. First, I was unable to beat him to the Casa de Contractcion because my industrial hub was flooded and now my bomber and aerodrome are delayed. I wish you could remove and replace districts in this game. I see no reason to not be able to do it. I would remove the aqueduct and replace it with a dam if I could.

One thing I forgot was suboptimal potential cultural victory...
Very doubtful he can get it in the next 30 turns while we have an alliance. He didn't earn any foreign tourist this turn, meaning he is making an average of 1 per turn and I increased his threshold for victory by 3 this turn, thanks to the pillaging of the GP. I am going to have to watch for him starting the Eiffel Tower and/or Cristo Redentor anytime soon. Those are 2 necessary wonders for a cultural victory. I might also have to consider building them myself for denial purposes. I will have to see how the war goes over the next 8-10 turns before I commit to either of them, as I don't want to build wonders and fail at my war objectives. I will take "Heartbeat of Steam" as one of the dedications for my heroic age, so I will get a boost if I need it.
I am also going to have to go heavy on naval units in about 10 turns. I did switch research to Electricity before I sent the turn along and plan on getting Computers ASAP for flood barriers to protect my cities from flooding more. I can build a bunch of engineers to speed them along once I have the tech. I don't have that many tiles that I am going to lose but I do want to keep all that I can and I don't really need any new military tech at the moment. My army tanks are good enough for the timebeing.

Open the save to Kaiser attacking a tank and one of my planes...
Also, 2 turns until the next era. This is good, I am showing 4 turns until Bologna will revolt but with the era change and my heroic age, I should be able to hold the city and the loyalty will start to rise. I am currently in a dark age and Kaiser is in a heroic age, so his loyalty is current much higher than mine. Even if he gets a golden age, we will still be on a level field concerning loyalty. Anyways, I don't see any units out in the open to attack with my planes. Also, my spy has made it to Gordon Malloy and I don't see anything around that city. I figure it is a good time to attack Claire Finn. I start by surrounding the city...
I start by bombarding the city with my artillery, hitting it with both planes, and 2 field cannons. Finally, I hit it with all the tanks...
The city ended up having 79 health left after the attacks. I have it sieged but Kaiser might be able to kill 1 or 2 tanks to remove that. Regardless, I will be able capture it next turn. If he does have an army antitank or 2 in the fog or finishes a couple new ones, he might be able to kill 2 tanks but he will leave units open for my fighters and field cannons and that is worth losing 2 army tanks.
So we can continue to see how suboptimal is doing on his cultural victory, here is his progress on the cultural victory screen...
I am sharing this so I can figure out if suboptimal is really going for a cultural victory and how much time I have before it might get close. He gained 1 tourist and I gained 2 domestic tourists. So, my rate of domestic tourism is currently higher than his foreign tourism. Good to know. I know this will change as there are a few civics that increase tourism coming up, but I don't think anything that will bring him high enough to be able to achieve victory during our alliance. I also not that his tourism rate is only like 200 and mine is 171. He has a lot more artifacts, books, and artworks than I do and I think he has more wonders. I don't think he has any national parks, which as you can see give you a bunch of tourism. One thing I do have to worry a little bit is rock bands. Those can give you a bunch of tourism. I forget where they are located and if it is possible to see them soon.
I could be wrong about his plans for a cultural victory, he is not making that much tourism but all of his recent actions, fake war with Kaiser, and knowing he likes to come up with some grand plans while failing to see the obvious point to it. I did see in the gossip that he signed a friendship with Kaiser this turn and I expect a renewed friendship with Canada might happen this turn too. Their alliance ended and I don't see suboptimal going to war, it would cost him some tourism. He is going to want to have friendships, trade routes, and open borders with everyone. If they agree to a friendship, it will confirm suboptimal is going for a cultural victory. If not, he might see Canada as an easier target. Of coarse, Kaiser would also be a very easy target with both Ichabod and me attacking and killing all his army but who am I to point this out.
Does anybody know what the longest Civ 6 PBEM was up to this game? Does anybody know where the summary spreadsheet from all games lives? I want to compare this game to other long Civ 6 PBEMs.
