Miguelito is right. GPs are spawned in order of the cities on the F1 list.
You can make a unit for the HE (and Westpoint) with a GG. The only condition is that you possessed a unit of the required level at some point. So if you did have a level 4 ha which died the HE remains unlocked. If you do use the GG I would prefer the medic. A single GG combat unit is usually irrelevant unless you can use it offensively to reach a city you otherwise could not (Nav2+Morale speed boat, Morale knight, Commando Cav).

Did you try the new lock specialist feature with that? Here is an explanation of it:

Good call Charriu, i did know that feature you set in the game, and i told several times Amica that i loved this version because of it. But somehow i forgot to settle it in Lily i have it in the rest of the cities, but i was "playing" with the speciallist to see when to finish ToA and it seems i forgot to put it back.
i loged in game and settled the GG changed the Stable into whealth so that the OF go into the Epics in Daisy. Also changed the gobernor situation of lily. Hopefully my plan works out. daisy right now got more than 30hpt with epics will be so good, i can still work more mines if needed. Crazy stuff.

jack somehow has rejected to understand the threat of Bellarch, and that is a bit annoying, i have been the last 4 turns giving him spices for free and he rejecting them, and i ve been the last 10 turns saying atack bellarchs iron horses and got nothing back. So now his huge army is looking after Bing, which will die, but if my reading is correct, Bellarch will focusl all knights into Jack, while he is defending his border with 2 axes......
Right now i think the only threat for me to lose the game is Jack. If he falls on Bellarch game is done, JAck land has mature cottages, cities with more than 10 pop, while the land i got was completely unimproved and cities 1-2 pop, so obv the gain of Bellarch will be much better than mine, which means i need to hurry on getting Josh while i have a chance.
So getting Music, then either drama or feud, then guilds, then CS then filo then Nat then gunpowder then MT, i can get probably 3 GA in the meanwhile with the free artist, the taj and 2 GP i get during those GA. The question is, will i get this tech soon enough? i think i should atack with knights already, no need to wait for cuirs i would say, but ill stalemate fast since he can get engeneering fast with 3 KTB, he jsut needs machinery and engeneering to counter all my knights. So i really need to rush. The plan is slavery plus Police State, that 25% might make the difference.
Changed into slavery this turn, and im whiping a couple of pikes to go Cassia, and defend from Bellarch in case i readed it wrong, but he already moved some units towards Jack, so i thinkim really free. I sent 3 happy to bing for free hoping he can mass whip for defense, or at least hold him in game enough to give me time getting josh.
Actually i think giving josh time to work the cottages for me while i get ahead in tech to get them after easier might make sense, so that if i atack with knights ill get less cities than if i atack directly with cuirs. So im really thinking what if i get the 3 GA to speed things up enough working even wealth to get there asap and then hit him masswhiping cuirs asap without even cats, just throwing them crazily into the walls.
Im sorry im a bit too tired and i needa go to sleep and i dont wanna make this report longer, i hope its clear my thoughts, feel free to ask anything. Ill try to fix the post editing tomorrow or whenever in case its not clear enough

It seems im unable to read this game, Bellarch is moving everything south towards Bing. Poor guy he wont be able to do much. I ve sent him 3 happy for free trying he can make something with whiping harder. But in some point ill stabb him too, since i want Concordia pretty badly.
And the diplo that makes no sense at all. Ive been giving jack for free spices 4 turns, and he has been refusing all time until this: First diplo in ages. Can someone understand why after refusing 4 turns my spices he gave me sugar for them? Its killing my mind
Anyway, not much more to mention for now. I finally decided to try for Parthenon in the capitol, also thinking on when put the first GA. Not sure if getting some gold before so i can burn it so damn usefully That would mean 8 turns. Since i get more gold at 0 than the expenses at 100%, also im still on slavery and it would be better to get Either Caste or Serfdom getting more bonnuses. right now at 100% i get Guilds 1 turn, so i think i could get in 8 turns feud, guilds, drama, filo, CS and nationalism with not much problems, then getting taj for gunpowder and MT, and make THE ARMY, also i think getting banking before the atack would be usefull in case Bellarch and jack close borders for merchantilsm. The third GA should go for recovering the Josh empire from the ashes.
Sadly i did the mistake of letting 3% to RNGesus, if i dont get the GE, i will be so mad and it will be so costly to get Taj fast.

Josh is making some phants, so the knights might be harder that i first thought. So going for cuirs seem the smarter play.
Bellarch is moving some knights towards my border so im making some pikes to say bro dont come here pls.
Jack took a city of Bing while i was on game. Bing had emptied the city first, so a nice candy of 10 pop.... LEts see if bing can start whiping, since he doesnt seem doing yet.
Eventhough what i said of Josh, his power is not really rising, im just making units in 2 cities and im rising my power better than him. I might skiped the best oportunity to hit him with knights but i think cuirs is better. Remember that Bellarch is in GA when you see those demos
