Thanks Ramk for intervening so far and if it wasn't clear by now. I never was able to solve that bug due to lack of enough information to pinpoint it.

Re-installing the already-fresh Civ 4 (predictably) had no effect. However I was able to get it working by running as administrator. Not sure if I previously did something in the old installation to always run as administrator, or if something in my new windows user account settings are different, or it is something else. But in any case I can now see the UI when I log in.
By the way what system are you running? Windows 10?

I will change the module importing. So newer versions of CtH/RtR probably avoid the problem.
