I can believe it was Ukraine just as a "look we can hit the Kremlin" propaganda / make civilians worried / divert resources (specifically air defenses). I can think of a certain John Paul Jones that caused all sorts of angst raiding around England during revolutionary war causing above affects.

I agree it was almost certainly not an assassination plot though. They may have even purposefully done it when it was known he was not there.
