At the least, this strongly indicates that more detailed procedures should be decided upon before future games. Players should have a clear understanding of the rules and penalties of a game as they enter into it, and that seems to be the thing most lacking here.

Yeah, I would suggest that after enforced peace turn split is set 3 turns before it ends ( players can, of course, agree otherwise via pm ). If both want certain slot or if there is clock camping etc lurkers flip coin for turn split.

Standard is not to recognize civs not submitting orders and a replacement player could stir up enough chaos to give anyone the win. No result is correct if the game does not go on.
