Based on what, exactly?

I think it's sounding dubious, particularly when you consider that he could well have been a target for investigators last night after the close call at the lynch. So why not claim during the night, instead of at dawn? His question about whether or not we could roleclaim also came after dawn, so there's no evidence that he actually was considering a claim before that.

I mean, he said: "I figured I should at least try to ride out one night". How does that even make sense? What has he got to fear from claiming during the night instead of doing it after dawn?

If he's gonna fake a role, why do it after the night? If anyone visited him last night, he would be instantly caught and lynched. I also don't agree that the role is weird or out of place in this game.
It's worth pointing out that he could still be scum even if the role is real.

So, we had at least two traitors, possibly more, so we might be dealing with a setup with few wolves supported by many traitors?

I agree with Jkaen that we shouldn’t particularly give village points to Jowy based on anything Rowain and Sunrise said, as they had no inside information.
