While both have a lot of condiments (cinnamon, cloves, allspice, but I think Lebkuchen has others on top), not quite: Lebkuchen has a flour base (rye even, apparently), and crucially is sweetened with honey, which really gives it its unique taste imo.

Assuming it's a genuine question: I pulled the recipe just from the top of Google (my secret is to go for the Austrian recipe page over the German ones though), but in fact I'm very happy with how it turned out, so:
dough:
400g ground almonds
3 egg whites
300g powdered sugar (I took 250 and arguably less would also have been fine)
1 tablespoon of cinnamon
pinch of ground cloves
pinch of allspice

frosting:
1 egg white
200g (!) powdered sugar
juice of 1 big lemon

Make a mix of powdered sugar and flour to cover your kitchen table and rolling pin so the dough doesn't stick. The recipe said 80g sugar and 50g flour, that turned out way too much. Spread out thick, about 5mm or a little less (recipe says 1cm but that seems way too much). You need a star shaped cutter of course, and you should also pass it through the flour/sugar mix regularly. It's still rather painful to cut the dough as it's so sticky. You have to remove each bisquit form the cutter by hand, if it remains on the table that probably means it's stuck to it. Apply frosting with a brush, then cook for about 12 minutes at 150°C, and remove when the frosting is just starting to get a little light brown (or play your turn and cook them more. Turned out pretty good in fact, the bisquits got crispy which was unusual but nice. The frosting was less fashionable though).
All in all pretty easy to make, but between the sticky dough and the sticky frosting quite labourious. Took me like 2hrs+
