Funny, I was thinking Sumeria would be a great partner with Norway if it wasn't banned. I think that's a lesson that even simple rules, such as the ban list, can be misremembered due to the conditionals. Odd that these games clarify root causes for real-world issues that I encounter.
That said, how does the Adventures of Enkidu work? Does it kick in at the start of the game or when a formal in-game alliance is signed? If it is the later, then for my reference it was around turn 131 when China signed a military alliance with England in PBEM 20. I might spin up civ to answer some of my questions.

Thst is a nice combo they picked, I am both impressed and worried by it. We both picked more builder oriented civs, so we might be a big target for raids. On the other hand, nothing wrong with someone else getting all of the military attention of the other players. It's a shame it is only ai diplomacy, one thing from other 4x I cannot emulate here is my propensity to talk people into plans.

In the main thread, they said they had to test something before confirming civ choice. That is probably exactly what they were testing and so it probably works from the get go.

The good news is that just being team mates does not appear to provide the +5 combat bonus. I played just long enough to declare war as barbarians play better than I do these days.
Norwegian pillages yield from Quarries, Pastures, Plantations, and Camps in addition to per civpedia. Guard them well to slow down their beeline to Civil Service for alliances. Lurking Sumerian ships with helmsman promos feel likely, but I think it would be easier for them if they switched the turn order to move before Norway to safely get into position to share pillages.

I appreciate you looking into that Bruindane, not the way I would have thought it worked but shows what I know. I did fool around with England over the weekend. I forgot I needed Astrology for celestial navigation, which forces me to unlock holy site districts. That makes using the RND a little more difficult for the discount mechanism. Still might be worth bee-lining. Depends a lot on the map. In general it looks like I should work the top half of the tech tree, and you should work the bottom half let's us feed off each-other's boosts.

You will definitely want to beeline Celestial Navigation and get RNDs down as soon as possible. Your opening will be similar to the Dido opening I suggested in PBEM20. Beeline to Celestial Navigation and build RNDs as the 1st district in all cities. This is for 2 reasons: first, help get you a golden age and run the science for gold dedication (free inquiry?) to boost your science, and second, juice the GA points and get as many GAs as you can and deny others. The GA race will be between you and Dido (Inc). I have an idea of our opening and will write it up soon but currently busy at work, trying to get a few projects done before the end of August.

I took a look at the game so far. Free Inquiry is a policy card for dramatic ages only. Are we playing with those? I couldn't find it in the main thread which suggests either no, or its such a given its unspoken.

We are no playing with dramatic ages, so instead of policy cards, you chose a dedication out of 4 when the age changes. The bonuses for each dedication depends if you are in a golden, normal, or dark age. For the first few ages, there is a dedication called free inquiry, which during a golden age provides science equal to gold adjacencies from harbors and commercial hubs. It is a good way for a civilization, such as England, with a unique specialty district to get some good science going.

Ok understood, for some reason on the wiki it only lists it as a policy card not a dedication. Still reading through PBEM 20.
