I believe that a second ring city will put 20pts + culture rate into any first ring tiles. So if he has (say) put 15 points into the tile, you would regain it on the first turn. Happy to be corrected.

IIRC; Given a city producing C amount of culture per turn, the outer ring of tiles will gain C+1 culture per turn. The ring inside of it gains another 20. So in this case, Commodore is putting 2 CpT onto the clams. Your city will do the same until it pops borders, at which point it will put 20 + C CpT onto the tile. Once it gains a second expansion it will put 40 + C, and so on. This is why it's almost impossible to steal inner ring tiles long term.

Probably closer to 13, usually flips the turn after in my experience.

3 pop growths due next turn, and another plus two libraries the turn after that.
We're in joint first place for crop yield and manufacturing, but 4th place and below average for gold income.

Also a mere 20 turns after taking crushing empire wide unhappiness from that event, it's now starting to pay off. I would have 1 unhealth in one town this turn if not for that. HUGE.

I have score lead and pop lead. Top 3 for income and production. Large enough. Behind on tech but catching up now.
The question is, when to invest in an invasion force? By the time I put one together at this tech level (with construction for cata/warele) it might get countered by pikes/crossbows, and I would have to whip for that taking all my new cottages off activity.
Better probably to catch up on tech first, then do something with knights

Lumbermills are one of the best tile improvements, especially if you can run serfdom.

E: As for whipping, don't forget that the amount of food required to grow increases by size, so by whipping 4->2 you also need 4 less food to grow. This one of the reasons whipping is better at smaller sizes.
