That's highly variable. I'm tolerating his myself, but Scooter might have things he wants to hide, probably most importantly who is his other-side neighbor; the danger for him in these simple ring map setups is that his two neighbors collude to eat him profitably.

This is an annoying mechanic. Scooter's route is unfogged, so I get trade...but that means the capital hogs both, instead of taking one while Thoroughbred gets one as well, gaining more commerce. No huge deal, but frustrating.

Eh, I've seen similar behavior before. Trade is weird. 

Twiddling my thumbs right now, the map is completely what I expected from the starting screenshot down to every exact detail, tiny and hyperlush. Might look at planting city #5 on the iron and immediately chopping out the Sweaty Pizza, that could potentially rouse some vague interest. Nothing to explore, nothing different in the starts besides a single lux, just playing with the spreadsheet here.

I think it assigns trade routes by size (so your biggest city gets all the best trade routes, then it goes on to the next one). This seems like a sensible way to make trade route assignment vaguely optimal without coding in tons of special cases. So I say probably design decision rather than bug. After all, this is a pretty niche case where you haven't settled 3 cities by the time you have foreign trade.
