Because people knew in advance that this would be an Islands map, where there'd be ridiculous numbers of seafood resources and you could win a Cultural Victory basically just by founding the corp, while also getting enough food to blow through the health cap without noticing it was there. Mining Inc is indeed also broken on this map, largely because it's the first time a base BtS game has been in contention this late in the tech tree on a map with so many strategic resources on the ground - so a highly unexpected situation for everybody - though the island map contributes too with so few sources of hammers
other than the strategics. I should note that Creative Constructions is probably also broken if somebody notices and uses it correctly.
