Qin is above average while germany is below so it seems reasonable to me.

I simmed a little bit and found a simple set-up that might works as a a baseline. The idea is to use the abundant food to grow to pop 4 and work 4 good tiles until granaries come in and slavery starts.

Work corn until border expansion, then ivory for worker, back to corn for growth. Then work corn and rice. At pop 3 corn/rice/ivory. This finishes the second warrior at the same time as growth to pop 4.

Corn, rice, mine, chop. The chop is to speed up a subsequent second worker.

They all come together end of turn 30 with 21 overflow for a second worker while worker 1 goes with the settler to improve tiles.

I think it is almost optimal. In my test I made 2 workers before settler but I think you are right and we must go straight for the settler since we can share food with the 2nd city.

So:
-T11 - worker
-T17 - size 2
-T21 - size 3
-T24 - size 4
13 turns to produce 18 hammers to finish 2 warriors and switch on settler. This is doable with ivory tile and we have some extra food.

Growing quicker is impossible. Not growing is not good because of wasted worker turns.

They are quite close then. It depends on the size of the city, commerce and the value of the used forests.

I think I went for worker on size 3 and managed to chop 3 forests by T31. In case with settler by T30 I think whipping 2nd worker gives almost same result but saves forests. Not sure what is better in long run. I dont think we are goinf to keep forest for long anyway.
