Another quick example of a capital flip: T-Hawk's second report of Adventure 32. I don't think capitals have any innate defenses against a flip; they just generate culture (and thus cultural memory) from T0, and if you haven't at least planted your pressure city by the time their borders hit third ring, you have a long up-hill battle from a long distance away.
