Couple more questions:
Do you think about foodtiles in terms of foodhammers? I found that analyzing where my best foodhammer tiles are often helps me decide where to plant. Like that cow near the cap is a great tile, though plains cow has the problem of not allowing fast growth.
is there a way you can make a workboat that you can have ready to go when you plant the sheep/fish tile, so you can immediately start building a granary. Fish are awesome tiles for you (5 foodhammers, but a lovely 3 commerce).
I do think in terms of foodhammers.
I currently have one city to the right of my capital sharing the sheep. The forests are prechopped and it will have a lighthouse soon (already has a granary). It's going to work a few cottages, a farm, the sheep, and coast.
The plains cow city has a lighthouse already, but it's not growing fast at all.
I'm currently scouting the south to see if there's a naval passage.
I'll try to have around 5 additional cities by 100, so total of 12

Ok, let me make a proper update for the game. I think the very act of posting updates helps me think through what it is I am doing, and in what little I have played, I've noticed that posting helps my game be more exact.
So, with writing complete, the goal is to chop a bunch of libraries after the current path of granary->lighthouse->sacrificial altar in all cities (all current cities are either finishing lighthouses or starting sac altars). I've more or less accomplished the goal of 5-6 cities with granaries by turn 65 I set out a while back.
So, now I'm thinking about the tech path.

Option 1: The "standard". With a galley coming out in my capital in about 7 turns (more on that later), I will start proper exploration of the world to establish trade routes. This means going for currency. Afterwards, I would make a stop for monarchy just in case I need mass whipping, feudalism, COL, and the bureaucracy, just as I switch capitals to the floodplains site.
Option 2: Colossus??? This is probably too late at this point, but perhaps I should rush for metal casting? My capital, thanks to the tin discovered event, is highly productive and could build it pretty fast with some calculated whips. The plan would be metal casting and pursue what it unlocks. Get optics ASAP to establish contact with far-off civs, etc.
I have not thought about the larger picture in this 16 player game, and naval dominance will totally be key. Plus, I hope the mapmaker has included rewards in the form of only-ocean accessible islands. Those would be great to have.
Option 3: Tech tree top. Grab Great Library and the music great artist for a golden age and easy academy. This would be an interesting play, but is not directly conducive to development as much as the other options are.
In any case, I have to save up gold for the next 6 turns for metal casting if I go that route, and 4-5 for math...
Now, for the cities.
Teotihuacan needs a border pop so it can have that mine down south and a farm to its east. It's crying for good tiles.

Tlateloco is working on its granary. Pop will grow soon, work another mine, and then another, to finish lighthouse, library, and sacrificial altar, ALL DISCOUNTED, relatively quickly. THis will be one of the better cities. After this basic infrastructure is done, I plan to have it pump settlers with that production.

Texcoco is foodless but grabs the first luxury and copper. will work two farms (maybe three, not decided). Not a great city, and has a lot of peaks.

This is the south of the map. I'm still doing planning on city spots. There's no efficient way to settle here - you cannot grab both the clams and the sheep without settling on the sheep. Very undecided where to settle right now. This is almost a combinatorics problem here.

Not pictured is that city 6 is coming in two turns, probably to grab the wheat and gold. Two workers are there as well (I'm not that low on workers, though I am low.)

How many cities do you plan on getting? I ask, cause A) you are planning a lot of infra that I don't know you need in the short term and B) not planning on settling either of your pigs in the next few sites, which are, in isolation, your best sites for pushing expansion.
Maybe you aren't going to get a lot more cities - I don't have a good sense as to how much land you have.
Take Tlatelolco. It needs a granary and an altar will help it recover from whips, but does it need a library or a lighthouse? The lighthouse gives it one more food, which is nice, but is it worth delaying your settlers? And I'm not sure what the library gives you in the short term. Is popping borders something especially useful?

you’re right about the library in tlateltoco being excess, lighthouse will be necessary eventually. May be better to just get around to pumping settlers there. The north pig site has a lot of mountains, but it will be settled soon. Fish/Pig is probably next, now that I’ve discovered ivory down south, and also given that I can get a work boat there immediately along with a few workers.

It looks like Tlalatco can pop a settler every 5 turns or so by growing to size 4, building for 4 turns, then 2 pop whipping.
It can probably build buildings that way.
Or, it can probably just build settlers every 8 turns or so.

pop growing in a few cities, so demos are correspondingly improving. With the new city planted, things are on the upswing. Capital needs to finish a galley and more cities will come to be on the island to the west. I plan to get Texcoco working on worker production soon.

Swtiched to an axe, just in case. If it moves towards next turn, Tlateloco can whip, and wherever the barb moves from there, it can be destroyed.

Another settler moving up to the pig here. Another one popping out in two turns to take the southern pig/fish area. 9 cities by 90 basically.
More settlers will pop out soon. I'll put another one on that island, with the settler being built in the capital. A worker will be ferried there soon.
Another 3 settlers will secure much of the remaining peninsula.
Still not sure about what to do with tech, but metal casting seems like something reasonable to grab.
