I did some testing, and you're right. You can fire golden ages when they're standing on different tiles.
The only reason you'd move them on the same tile is if you had say 3 great people, and you wanted to burn only two of them, and save say the engineer for a rush. Then you'd move the ones you want to GA onto the same tile and fire it.

that doesnt always work for me either. I think it just allows you to select on, then randomly chooses the other GP to fire a 2 person. (at least, I've tried to save a GP in the past only to have it be used for the GA and a GP I had selected not be used.)

I think kjn mentioned that they were health constrained. We should look into that and send some excess health.

They might be it right now, but they've traded happy for health to Univers and Apolyton. And it makes sense to have health problems, if they have a size 19 capital and a bigass size 16 city by flood plains.

Trying to create an alliance with CivFr is definitely the right move in this situation. I also think that the conspiracy theory paranoia is unproductive here; I find it extremely unlikely that this is some kind of ploy cooked up between CFC and CivFr. This is one time where an act of generosity could have great benefits for us diplomatically.
Perhaps we could simply offer CivFr a gold gift without specifying the (somewhat random) amount of 120 gold? I would ask them what they want first before sending off a specific number. And we may as well mention resource trades, NAPs, future cooperation against CFC, and so on just to see if anything sticks.

The fact that CFC has just revolted into Rep & Bur despite being in a war with 2 parties needs bearing in mind.
It means that the Spanish are done for, that's no surprise. But it means that they likely aren't expecting major war with CivFr. Without a real demonstration of actual significant hostilities, we should be very wary of gifting anything to CivFr.
It may be worth mentioning these civic swaps in the mail to CivFr though, see if we can spin it as CFC being cocky and that it would be a good time to attack?

Same thing, but just ask them what would be useful. It's just as well since we can't send any until Engineering is in.
I don't really want to pack this with more offers just yet. I'd like to see how they respond to this and then try to build off it. I think throwing them too much at once sounds over-eager and potentially off-putting.
I think I'm going to leave in the clause about offering that they can do the trade mission at our city. Even if they burned the merchant in the process, we don't have a way of confirming from the messages they sent us that they didn't use 2 other great people, so it's a valid offer IMO. Mainly it just sounds nice, and makes CFC look bad.

On the gold gifting: "we could maybe" sounds pretty half-hearted. How about "we are willing to"?
