No...city-states wouldn't be involved yet, particularly since we won't be getting first-meet envoys in this game.

Don't do what I did: PBEM 3 - Arabia , PBEM 6 - Australia This worked well enough: PBEM 10 - Aztecs Gamus Interruptus: PBEM 14 - Indonesia Gathering Storm Meanderings: PBEM 15 - Gorgo You Say Pítati, I Say Potato: PBEM 17 - Nubia The Last of the Summer Wine: PBEM 18 - Eleanor/England Rhymin' Simon: PBEM 20 - Indonesia (Team w/ China)
I'm not sure why that is - might be because both members of the team technically meet the city-state at the same time. It's a known situation in team games, though. IIRC PBEM 7 got no first meet envoys, I've seen reddit/CFC posts to that effect and my own test games that I set up as hotseat games with AI players.
On a related note my expectation is that none of the city-states on the map will be capturable via naval units. Having city-states be that vulnerable would give Indonesia and Norway too much of an early advantage. Of course, if we do come across any city-states that can be murdered it may be in our best interests to do so.

I am hoping they are just uncapturable then i can go all appadana crazy on 2 or 3 good ones.

Turn 30
Warriors gonna warrior. The healing one will head for the camp the turn after next. Slinger at You Can Call Me Al is complete; start a settler. That has 11 turns to go. Slinger wanders north. Builder sails down the coast. I only need to go one tile but I go two for a bit more visibility and reveal some more land (forested grassland) and two fish. Settlervision is empty. Galley starts moving, first move reveals a river with furs and a grassland hill forest. Originally I said I’d head west but right now going west shows me nothing more new. I head southeast. No city-states on Settlervision. I’ll continue going around the island in this direction as I’m expecting a small island here, maybe enough for 1-2 cities. There’s a couple +4 Harbor spots here. The coastline would make for lots of Kampung. Shipbuilding is a definitely priority. Obvious Child has a second population and the citizen is put on the PFH. I buy the horses and put the citizen there. That gets more more as well as a 2 tile. Archduke has his third tech. He hard-researched Mysticism because he only has 1 era score, which is the “you’ve met another civ [your teammate]” point. That evidence points towards a cultural luxury. Woden has settled his second city. I complete Mysticism next turn and we’ll see what sort of hot mess the civics tree is.

A shame that Indonesia could not pick the Earth Goddess of the Hunt pantheon, because, wow.
Is the southerly island, the same continent as your starting one?
Yeah, having a camp bonus would be a nice boost, but alas, I need to settle for lots of instead.
I didn't think to check but it's the same continent - I would have gotten the Foreign Trade inspiration if it was a different one.

TURN 31
Firstly there is a camp in the north and the scout either has or soon will get back to it unfortunately. I retreat my slinger we will need to work out a plan of defence or attack here. I micro the capital back to growth. Retreat in the west to defend a bit. Heal take out the scout then go after the camp. The continent is in deed Australia. Is the name Significant? Appeal galore down there Sub.
The man in black fled across the desert, and the gunslinger followed.
Yeah, that island is looking more and more inviting. Shipbuilding is definitely a priority. The thing that needs to be determined is whether I make that city a coastal settlement or try to settle inland.
Barbarian situation looks OK for now, though expect some units to start coming from the north. I'll get my warrior up there and hold my slinger at the northern border of Al for the time being. The scout in the west won't approach your warrior so that's effectively bottled up. Continent names are not significant - they come off a random list and are determined at the time the map is generated (and before civs are selected/placed).
