My theory is that CFC and CivFr are actually negotiating right now, which is why CFC is taking forever to play the turn.

There's no reason they need a pause right now other than to stall for time with as long as this turn has been. Any game planning they could have possibly needed to do would be done by now. The server going offline is a convenient thing for them, given that the game rules allow a pause afterwards. They have to be using it to stall for time for diplomacy with CivFr. Exploiting the game rules, to echo NH, that's the kind of stuff we hate CFC for. Right, CFC is pretty obviously stalling for more negotiation time. That doesn't mean we need to sneak in and get our NAP before they've finalized their deal with CivFr. CFC will just put us on hold until they've got their CivFr situation figured out, whether that's next turn or 10 turns from now, since they know they can have a NAP with us whenever they want.
Do note that CivPlayers is reasonably on board with the dogpile, since they rejected our 10 turn extension. I would be shocked if they didn't discuss that with CFC and get a reassurance from CFC that they wouldn't extend their NAP with us, leaving CivPlayers open to get picked off by us. The goal isn't to get a NAP, it's to make them not attack, right? It seems pretty obvious that asking nicely isn't going to accomplish that. Our best shot at convincing CFC to not attack lies therefore in convincing them it's a bad idea. Why would it be a bad idea? Because we're 100% prepared for anything and everything they can throw at us. How do we convince them of that? We start by acting like it's true. What would the Realms Beyond that can easily parry a turn 175 attack do? It would finish up it's war with the Germans cleanly and quickly. It might tech gunpowder after printing press, regardless of how nice banking would be. And it wouldn't ask for a NAP every 5 turns after being rebuffed the first time. All of our diplo with CFC (to everybody, really) should be written from the Realms Beyond that's utterly confident in it's ability to defend against any attack flawlessly. "Sure, we'll do you a favor and take your NAP because we'd rather not trade your hammers with ours at 5 to 1 while others pull further ahead." That's the image I want to project.
I made a brief attempt to fish a little more info out of CivPlayers.

Maybe they're tired of playing in this game and want us to kill them when the NAP ends?

Can we ask CFC to clarify that NAP breaking clause just to mess with their heads?
